Urban, Disaster Risk Management, Resilience and Land Global Practice (GP-URL) The GP covers a wide gamut: (i) developing green, inclusive and resilient cities; (ii) improving urban and rural development in the following areas: urban-rural transition, assisting local development through developing land tenure, management and information systems; and (iii) assisting in disaster risk management through support to risk assessment, risk reduction interventions (including flood management, urban drainage, coastal management, and retrofitting of infrastructure), disaster preparedness (including hydromet services, early warning systems, and civil defense), risk financing (including contingent financing and insurance), and resilient reconstruction (including post-disaster damage and needs assessment). EAP Urban and Disaster Risk Management Unit (SEAU2): Within GPURL, the Urban and DRM unit in East Asia and Pacific Region (SEAU2) covers China, Mongolia, Philippines and Vietnam. The Philippines program is growing and currently has two operations under supervision (DRM DPL 3 and SPLIT). There are two other operations in pipeline including a Seismic Risk Reduction and Resilience Project (SRRRP) and Sustainable, Inclusive, Resilient Tourism (SIRT) Projects. There are series of technical assistance focusing on DRM, Urban Development and Land Management in the program.
The SEAU2 Unit in the East Asia and Pacific (EAP) region is seeking an experienced Senior Disaster Risk Management Specialist to be based in Manila, Philippines to work with the team in: (a) business development, preparation and supervision; (b) resilience related analytical work in Philippines and/or other countries; (c) policy dialogue; (d) mobilization of Bank-executed and/or other Trust Funds; (e) establishing and maintaining professional links with National Government Agencies, LGUs and other partners; (f) in interactions with the Country Management Unit (CMU) as well as related units across SDN and other networks!
Duties and Accountabilities:
Lead and/or support task teams in the preparation and implementation of DRM, Urban and Land projects in the Philippines, covering the core elements (planning, financial and economic analysis, engineering, maintenance, and operations), but also incorporating key cross-cutting issues such as gender, climate change, private sector engagement, and asset management;
Lead and/or support the design, preparation and implementation of complex and innovative lending and non-lending activities;
Support the Practice Managers, the Regional Director and the broader infrastructure team in developing and/or revising the DRM strategy for the Philippines, ensuring alignment with the program as part of the World Bank Systematic Country Diagnostics, and the Country Partnership Framework, as well as key client programs and plans;
Engage with, advise and provide guidance to clients in designing and advancing sector policy and institutional reforms and capacity building programs, seeking to develop capacity in the implementing entities to plan, develop, and manage DRM projects under their jurisdiction, and pay heed to the cross-cutting issues of gender equality and climate change;
Participate in the policy dialogue under the guidance of the Philippine CMU, the Practice Managers and senior specialists with external stakeholders/development partners in the country;
Advise government counterparts on technical matters associated with DRM projects, the formulation of policy, and measures to strengthen institutional arrangements;
Facilitate project implementation including providing procurement and contract management support and advice to the project implementing agencies;
Provide support to improve the quality of DRM projects in general, through peer reviews, technical advice, and quality assurance;
Participate in cross-sectoral teams responsible for preparation of policy notes, Systematic Country Diagnostics and Country Partnership Frameworks, public expenditures reviews, sectoral studies, and research and policy development activities on the topics/sections pertaining to the Land, Urban Development, and financial sectors;
Represent the World Bank at public events relevant to the sector.
Selection Criteria
Master's degree or higher in management, planning, economics, public policy, or other related disciplines;
Minimum 8 years proven experience in the DRM sector or in a related field with demonstrated ability to work on: (a) project design or planning; (b) civil works contract management and execution; (c) procurement of civil works and consultancy contracts; (d) community-based, labor intensive mechanisms for road and/or infrastructure maintenance; and (e) economic, social, and environmental impact of infrastructure investments;
Experience in working either with the World Bank, or on programs financed by other development partners, multilateral or bilateral organizations;
Effective verbal, analytical and written communication skills in English and a demonstrated ability to produce quality documents and analytical reports;
Proven Track record in working with Department of Finance, Department of Budget and Management, National Economic Development Authority as well as their related think tanks, provincial and local / municipal government entities, international academic and research institutions;
Good project management skills, an ability to work effectively on multiple activities simultaneously, strong problem-solving skills and demonstrated ability to self-navigate, with minimal support, through complex bureaucratic environments; and
Excellent interpersonal skills and proven ability to work effectively in multi-cultural teams (with virtual teams located in different countries), and with clients, different stakeholders and colleagues across units and departmental boundaries.
