About the Education Pathways to Peace in Mindanao (Pathways) Program
Education Pathways to Peace in Mindanao (Pathways) is supported by the Australian Government in partnership with the Government of the Philippines to provide quality inclusive Kindergarten to Grade 3 education for all children across the Bangsamoro Autonomous Region in Muslim Mindanao.
The program focuses on early years education as the foundation for life-long learning and development. By engaging and collaborating with a wide range of education stakeholders, promoting peace in education reform, and addressing inequity and disparity in education delivery, the program also contributes to peacebuilding in the region.
Delivered through the Bangsamoro Ministry of Basic, Higher and Technical Education (MBHTE), activities are directed towards strengthening education policies and institutions, ensuring accessible and inclusive education for all children, providing an integrated education system and curriculum, and improving teacher quality and development.
Pathways is implemented by Palladium in consortium with the Australian Council for Educational Research (ACER) and Orient Integrated Development Consultants Inc (OIDCI). The program's base of operations is in Cotabato City and covers all five provinces of BARMM.
About the position
A major Information and Communications Technology (ICT) intervention under the Program's Annual Work Plan 5 (2021-2022) is the development and implementation of MBHTE's Unified Education Management Information System (UEMIS) that brings together education data of all four sub-sectors/sub-systems i.e. basic education, madrasah education, higher education and technical-vocation education into one database, packaged into strategic management information that is rendered in an online education data dashboard. The UEMIS will be implemented in phases.
Phase 1 involves the deployment of the UEMIS Datawarehouse with the priority data marts identified by MBHTE executives and the publishing of these data in the online Education Data Dashboard.
Phase 2 involves the capacity building of UEMIS focals and selected data management cohorts of MBHTE in the use of information management technologies i.e. GIS, Business Intelligence, etc and the maintenance of the UEMIS. This phase also involves the development of a Sustainability Plan and enabling policies for the institutionalization of the UEMIS.
Phase 3 involves the establishment of linkages with relevant information systems of other government agencies and organizations.
The Information Systems and Technology Solutions Engineer will provide technical assistance to MBHTE in the Phase 1 development and implementation of the UEMIS. He/she will construct and establish the structural framework of the UEMIS ensuring a design that is scalable, portable and easy to maintain and sustain.
Child Protection: Level 1
The responsibilities of the consultant do not involve contact and working with children or young people.
Duration: 6 months
Primary Duties and Responsibilities:
The key responsibilities of the Consultant include, but are not limited to: * Assist the Information Systems Adviser and other relevant Pathways Advisers in preparing MBHTE and the target respondents for the technical assistance, including identifying and formalizing the delegation of MBHTE data management cohorts from the region who will supplement the UEMIS Technical Team and be engaged and provided with knowledge and skills on the UEMIS development and management;
Conduct analysis and definition of system requirements ensuring consultation with different stakeholders and representatives of groups of information clients and target users of the UEMIS ;
Assess the data structure and technical architecture of the different feeder information systems and define data and process linkages with UEMIS;
Provide technical assistance to the UEMIS Technical Team in forging data linkage/integration agreements with system owners and administrators of the different feeder systems e.g. DepEd Central Office for LIS and EBEIS, TESDA for the T2MIS, ensuring common understanding of the data structure to be shared, data linkage mechanism, policies and conditions for data sharing, data and process accountabilities of both parties and maintenance agreements;
Design and develop the UEMIS and operationalize the Education Data Dashboard for priority education data and performance indicators that are needed for planning and budgeting, policy development, program M&E and reporting of education performance to BARMM government;
Provide the necessary minimum technologies and interim cloud hosting to launch and operationalize the UEMIS;
Guide data management cohorts in the development of the UEMIS Data Dictionary as a subset of the overall Education Data Dictionary that will be developed as part of the technical assistance for Data Quality Management System;
Train the UEMIS Technical Team as "trainers" in the use and implementation of the UEMIS;
Provide specific recommendations for process improvements and structure alignment in support of the UEMIS;
Assist the UEMIS Technical Team in the development of a Sustainability and Expansion Plan for the UEMIS;
Provide technical inputs in the development of the School EMIS and the data quality management system and ensure coordination and alignment of technical assistances;
Create presentation packages, communication materials for the outputs and recommendations of the technical assistance in coordination with Pathways' and MBHTE Communications Team;
Provide regular report on progress of technical assistance and submit all narrative and visual reports together with the terminal report.

Required Qualifications:
The Information Systems and Technology Solutions Engineer will engage a team of sub-consultants who are able to contribute towards the effective and efficient delivery of the technical assistance set out in this ToR.
A local team member/s is required for on-site validation and technical support. Pathways will approve each of the sub-consultants prior to their engagement.
The Information Systems and Technology Solutions Engineer will serve as the Lead and should possess the following qualifications, experience, skills and competencies: * Qualifications in information systems development and with in-depth experience in education systems development with strong technical experience of successful design, development, deployment and support of Education MIS. Experiences with educational institutions, especially with Department of Education and/or education ministries of other countries will have additional points;
Have proven experience in design, development and implementation of enterprise systems, GIS-enabled systems, business intelligence-enabled systems, system integration, data warehouse;
Have successfully managed information systems development and implementation project for government;
Experience in software design and development, programming/coding using a wide range of technologies for both stand-alone and web-based applications, datawarehouse technologies, GIS, business intelligence tools;
Qualifications in the field of information and communications technology, management engineering or related sciences;
Must be willing to travel and work in BARMM.
Team members may include the following specialization:
ICT systems analysis and design;
Program development using GIS and BI technologies;
System and process documentation including software design tools e.g. Data Flow Diagrams, Entity-Relationship Diagram, Use Case, etc;
Information Design/User Interface Design for user-friendly interfaces and effective communication of data/information.
The team must submit a technical and financial (fully costed) proposal that presents the conceptual framework and approach for undertaking this TA, including a workplan with M&E and risk management components. The technical proposal must not exceed 25 pages inclusive of annexures. The fully costed financial proposal must provide assumptions for costing. Deadline for submission is 11 December 2021.
