Job Location: SSHJM SpEd Center, 316 Lemon St. Extension, Basak San Nicolas, Cebu City
Supervisor: The job holder will report directly to the Programme Coordinator
 
Job Summary
 
The Accounts Officer will play a crucial role in overseeing the financial management function of the SSHJM Cebu development programme. This position will ensure effective financial practices, compliance with legal and regulatory standards, and the efficient management of resources, including donor funds, to support the goals and objectives of SSHJM Cebu inclusive development programme.
 
Key Responsibilities
 
Financial Management and Reporting
Monitor financial transactions, ensuring accuracy and compliance with internal policies and external regulations.
Prepare regular financial reports, analyses, and forecasts for management and stakeholders.
Oversee the procurement process and maintain accurate records of all purchases and contracts.
Ensure the Assets Register is maintained and monitor inventories of all movements of stocks.
Process annual business permit and other government permits needed.
Accounting and Audits
Ensure timely and accurate bookkeeping and accounting practices.
Responsible for receipting funds coming into the organisation and making payments
Coordinate financial audits and implement the recommendations made by auditors including providing audit evidence pertaining to all transactions that forms the basis of preparing accounts.
Responsible for retention of complete financial records such as receipts, invoices, bid documents, procurements minutes etc for a period not less than 7 years.
Budgeting
Develop and manage the annual budget, ensuring alignment with organizational goals.
Assist programme staff and management to prepare project budgets for activities and project proposals.
Grants Management and Compliance
Manage grant budgets and ensure compliance with donor requirements.
Monitor project expenditure and ensure appropriate financial reporting to stakeholders.
Ensure compliance with all donor rules and regulations
Risk Management
Identify and mitigate financial risks, ensuring compliance with regulations.
Keep abreast of legal changes that may affect the financial integrity of the Project.
Promptly alert management to any apparent financial problems/issues.
Human Resources
Manage payroll processing and making statutory payments
Qualifications
Graduate of Bachelor of Science in Accountancy
Solid knowledge of financial and accounting procedures
Minimum of 3-5 years' experience
Knowledge of financial regulations and government compliance
Experienced in managing donor funds
Strong attention to detail and accuracy
Excellent analytical, numerical, and problem-solving skills
Good communication and interpersonal skills
Ability to work under pressure and manage multiple deadlines
Advanced MS Excel, Word and PowerPoint skills
