About the Education Pathways to Peace in Mindanao (Pathways) Program
Education Pathways to Peace in Mindanao (Pathways) is a Philippines-Australia partnership supporting quality inclusive kindergarten to grade 3 education for all children in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).
The program focuses on early years education as the foundation for life-long learning and development. By engaging and collaborating with a wide range of education stakeholders, promoting peace in education reform, and addressing inequity and disparity in education delivery, the program also contributes to peacebuilding in the region.
Delivered through the Bangsamoro Ministry of Basic, Higher and Technical Education (MBHTE), activities are directed towards strengthening education policies and institutions, ensuring accessible and inclusive education for all children, providing an integrated education system and curriculum, and improving teacher quality and development.
Pathways is implemented by Palladium in consortium with the Australian Council for Educational Research (ACER) and Orient Integrated Development Consultants Inc (OIDCI). The program's base of operations is in Cotabato City and covers all five provinces of BARMM.
About the position
Pathways' technical assistance to MBHTE in enhancing capacities for data management and strategic use of ICT for improved education services delivery involves:
Provision of technical, strategic and operational advice to the Office of the Minister, from the Information and Communications Division at the regional office to the different directorates and schools divisions (SDOs);
Assistance to MBHTE in the design, development and implementation of major ICT policy and system interventions addressing their requirements for data-driven decision-making, process and systems improvement, and leveraging on ICT to enhance teaching and learning.
For the current annual work plan (2021-2022), technical assistance on Information and Communications Technology (ICT) will focus on the following major interventions: 1) the ICT Support to Curriculum Delivery and Teacher Development which involves the development and trial of a Learning and Development Information System and technology solutions for the effective management of teaching and learning resources; 2) the Enhancing Capacity for Data Management, which includes the development of plan and policy for the One MBHTE Information Systems Strategic Plan, development and implementation of the Unified Education Management Information System (UEMIS), and improving data management systems in schools with focus on ensuring data quality.
The position of Senior Information Communications and Technology Specialist will provide technical assistance to MBHTE counterparts in identifying, mobilizing and organizing the necessary support for these technical assistance and ICT interventions. The position will complement and support the Information Systems Adviser in the development of the One MBHTE Information Systems Strategic Plan (ISSP), managing and linking the ICT technical assistance with previous, current and planned ICT initiatives in MBHTE and in providing on-the-ground continuity and coordination of project implementation. The position further supports the Information Systems Adviser in analysing the shifting contexts of MBHTE and BARMM and monitoring the impact of these on the design, delivery, and management of the ICT TAs.
The position will require the Specialist to be present in MBHTE for at least 3 days per week excluding possible MBHTE-Pathways events that will require his/her presence for a specific role. He/she will complement the ICT service providers in managing the key stakeholders of the projects.
Child Protection: Level 1
The responsibilities of the consultant do not involve direct contact and working with children or young people.
Duration : 6 months
Primary Duties and Responsibilities:
The key responsibilities of the position include, but are not limited to: * Support MBHTE counterparts and Pathways ICT service providers in setting up the appropriate governance structures and institutional arrangements for the ICT technical assistance and program interventions.
Provide Pathways with up-to-date information on current situations in MBHTE and BARMM with analysis on risks and implications for the ICT projects and Pathways.
Provide strategic and operational information to Pathways on important MBHTE plans, programs, policies and project feedback that will have direct or indirect effects on current ICT TAs.
Assist the Information Systems Adviser in:
co-developing the unified MBHTE Information Systems Strategic Plan together with MBHTE counterparts;
co-designing the project management of the ICT TAs with key counterparts from the SDOs and the region;
monitoring and evaluating the project management of the ICT TAs;
quality assuring the outputs of the ICT TAs;
development of enabling policies for implementation, adoption and institutionalization of the different ICT initiatives;
building and sustaining effective working relationships between Pathways and MBHTE stakeholders, and;
ensuring the application of change and transition management approaches in the process of bringing together different actors from MBHTE and Pathways.
Required Qualifications:
The ideal candidate should possess the following qualifications, experience, and competencies:
Qualifications in the development and implementation of ICT solutions with experience in all stages of systems development lifecycle (SDLC);
Experience in managing or being a part of complex or big projects in government or private organizations.
Strong experience in ICT related technical assistance projects in private and government organizations in Mindanao, preferably in the education sector.
Familiarity with the former ARMM and the current BARMM. With experience in DepED-ARMM and BARMM (cumulative) is preferred.
Ability to undertake in-depth stakeholders analysis and political mapping as part of inputs to a thorough political economy analysis, particularly of the different actors within and outside MBHTE.
High level competency in group facilitation, process observation and stakeholders management.
Can speak any of the local dialects in BARMM.
Qualifications (e.g. certification) in any field of ICT practice.
