To manage all HR aspects for Federation personnel, both Delegates and PRC contracted staffs seconded to IFRC. The HR Officer reports to the Head of Support Services and liaises with the HR in Asia Pacific Regional Office for technical advices and support, when required.
HR POLICIES AND TOOLS
- Ensure that HR function is implemented according to PRC's principles and procedures for PRC seconded staff
- Ensure that HR function is implemented according to IFRC's principles and procedures for Delegates
- Ensure that PRC's National Staff Regulations are followed for PRC contracted staff, ensuring that they are in line with the applicable labour laws
- Periodically liaise with PRC HR on all contractual matters
RECRUITMENT
- Initiate/Oversee a recruitment system for selection of delegate and consultants based on needs assessment and Job Description/ToR
- Ensure briefing/debriefing schedule of all incoming and outgoing delegate; liaise with admin and other departments to ensure this aspect
- Regularly liaise with the Asia Pacific Regional Office for all delegate issues: planning, recruitment, selection, paperwork, welfare, personal health, evaluations, performance management
- Working in close coordination with PRC HR on all matters relating to National Staff Detailed to the Philippine CO - this includes but not limited to, contract management,; orientations and briefings; renumeration; insurance coverages; inductions, communicating PRC HR policies/memorandums and management of Personnel and other HR files
- Keep track of contract period and process extension or replacement
DAILY MANAGEMENT OF HR
- Preparation of contracts and developing remuneration packages
- Responsible for issuing contracts, extension, warning, experience and employment letters to staff
- Responsible to ensure that the personal folder archive for national and international staff contains all required documents, track and update any missing information
- Develop the appropriate HR templates as and when needed and regularly update them
- Serve as the focal point for all IFRC personnel as well as integrated Partner National Societies (PNS) personnel for recruitment, selection, contracts, briefing and debriefing, payroll, including health insurance, performance management, end of mission and exit interview
- Liaise with line managers to ensure that Job Descriptiond/ToR for all IFRC personnel are regularly updated
- Provide timely and quality reporting for management purpose
PAYROLL MANAGEMENT
- Ensure that the Daily Time Records for National Staff are issued to staff on time and thereafter make the submission to PRC as per the deadlines
- Ensure National Staff leave/absences are filed timely with PRC and obtain information from PRC records as required
- Management of the monthly payroll submission from PRC to IFRC Finance for reimbursement
- Ensure all salary payments are reimbursed on a timely manner to PRC
- Liaise with HR PRC on all salary and benefits matters
STAFF PERFORMANCE AND DEVELOPMENT
- Ensure that performance appraisals and objective settings are completed for all IFRC staff and organize necessary training
- Follow-up and implement development plans for delegation staff
- Maintain a database of staff who have undergone training at all levels, including type of trainings, dates of training and contact details
- Ensure all IFRC staff are duly familiar with IFRC policies and have completed mandatory training (e.g. Stay Safe; Code of Conduct; Corruption Prevention; WORC; Child Protection)
SUPPORT TO PHILIPPINE RED CROSS
- In close coordination with the NSD team (National Society Development), provide appropriate technical assistance and support the capacity building of R Department of Philippine Red Cross, as signed and prioritized
WORKING ENVIRONMENT
- Nurturing a working environment which enables effective performance and compliance of set standards of conduct and discipline
- Establish and manage an appropriate system for handling misconduct and other forms of grievances
- In consultation with FAD, liaise with other admin colleagues for team building activities
DUTIES APPLICABLE TO ALL STAFF
- Actively work towards the achievement of the Federation Secretariat's goals
- Perform any other work-related duties and responsibilities that may be assigned by the line manager
