About the Education Pathways to Peace in Mindanao (Pathways) Program
Education Pathways to Peace in Mindanao (Pathways) is a Philippines-Australia partnership supporting quality inclusive kindergarten to grade 3 education for all children in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).
The program focuses on early years education as the foundation for life-long learning and development. By engaging and collaborating with a wide range of education stakeholders, promoting peace in education reform, and addressing inequity and disparity in education delivery, the program also contributes to peacebuilding in the region.
Delivered through the Bangsamoro Ministry of Basic, Higher and Technical Education (MBHTE), activities are directed towards strengthening education policies and institutions, ensuring accessible and inclusive education for all children, providing an integrated education system and curriculum, and improving teacher quality and development.
Pathways is implemented by Palladium in consortium with the Australian Council for Educational Research (ACER) and Orient Integrated Development Consultants Inc (OIDCI).
The program's base of operations is in Cotabato City and covers all five provinces of BARMM.
Primary Duties and Responsibilities:

The responsibilities of the project employee do not involve direct contact and working with children or young people.
About the position
Under the guidance of the Finance Manager and in close collaboration with Finance Officers and other members of the operations and wider Pathways team, the Finance Assistant will provide general financial support to the Education Pathways to Peace program (Pathways). H/She needs to ensure that budget and financial policies, procedures, and processes are efficiently implemented and consistent with Palladium and DFAT guidelines and local legislation. Duties may vary from time to time to meet changing program needs.
The key responsibilities of the position include, but are not limited to:
Finance activities
1. Responsible for the checking and processing of invoices for payment;
2. Ensure financial transactions are accompanied by relevant and appropriate supporting documentation;
3. Review liquidation/reimbursement reports for program activities conducted;
4. Follow up supporting documentation for compliance;
5. Responsible for the preparation of supplier's deposit slip and informing them that payment was made accordingly;
6. Prepare Certificate of Creditable tax withheld at source for consultants;
Reporting
7. Prepare the monthly remittance report of all taxes withheld from suppliers;
Other tasks
8. Ensure that financial records, both paper, and electronic formats, are up to date filed in an orderly manner, properly labeled kept securely and easily retrievable;
9. Prepare scanned copy of vouchers for filing in SharePoint;
10. Pulling out accurate vouchers when requested by Auditors;
11. Contributes to unit goals by accomplishing related duties as required;
12. Other duties as may be required by the Finance Officers and Finance Manager consistent with the incumbent's qualifications and experience.
Required Qualifications:
The Finance Assistant should possess the following qualifications, experience, skills, and competencies:
1. Qualifications in a business-related discipline such as Finance, Accounting, or related course with associated financial trainings;
2. Experience in finance or accounting in foreign donor-funded projects;
3. Good eye for detail and demonstrated skill in financial documents review and quality assurance;
4. Experience in BARMM at the community level is advantageous;
5. Experience in audit and taxation is desirable;
6. Basic knowledge of using Microsoft Office applications;
7. Good communications skills, interpersonal skills, and has the ability to work effectively with others, particularly in a cross-cultural and fragile environment;
8. Flexible and can work under considerable pressure; and
9. Willing to be based in Cotabato City.
