Urban, Disaster Risk Management, Resilience and Land Global Practice (GPURL) The GP covers a wide gamut: (i) developing green, inclusive and resilient cities; (ii) improving urban and rural development in the following areas: urban-rural transition, assisting local development through developing land tenure, management and information systems; and (iii) assisting in disaster risk management through issues of risk assessment, risk reduction (including flood management, urban drainage, coastal management, and retrofitting of infrastructure), disaster preparedness (including hydromet services, early warning systems, and civil defense), risk financing (including CAT-DDO), and resilient reconstruction (including post-disaster damage and loss assessment). A core responsibility of the GP is to provide professional advice and operational support to other GPs to deliver development results that ensure that any adverse impacts of WBG interventions are limited and mitigated!
EAP Urban and Disaster Risk Management Unit (SEAU2): Within GPURL, the Urban and DRM unit in East Asia and Pacific Region (SEAU2) covers China, Mongolia, Philippines and Vietnam. The Philippines program is growing and currently has two operations under supervision (DRM DPL 3 and SPLIT). There are two other operations in pipeline including a Seismic Risk Reduction and Resilience Project (SRRRP) and Sustainable, Inclusive, Resilient Tourism (SIRT) Projects. There are series of technical assistance focusing on DRM, Urban Development and Land Management in the program!
The SEAU2 Unit in the East Asia and Pacific (EAP) region is seeking an experienced Disaster Risk Management Specialist to be based in Manila, Philippines to work with the team in: (a) business development, preparation and supervision; (b) resilience related analytical work in Philippines and/or other countries; (c) policy dialogue; (d) mobilization of Bank-executed and/or other Trust Funds; (e) establishing and maintaining professional links with National Government Agencies, LGUs and other partners; (f) in interactions with the Country Management Unit (CMU) as well as related units across SDN and other networks.
Duties and Accountabilities:
Lead of and/or contribute to formulating, executing, communicating and disseminating high-quality analytical work, when required;
Manage and supervise quality input from technical consultants and researchers;
Establish, maintain and deepen links with Departments such as the Department of Finance, National Economic Development Authority, Department of Budget Management, Department of Agrarian Reform, Department of Interior and Local Governments, Department of Environment and Natural Resources, Department of Public Works and Highways, Department of Human Settlements and Urban Development, and their related think tanks and Local Governments units including provinces and municipalities.
Contribute to the World Bank corporate agenda in DRM as required; and
Maintain active dialogue with the Brunei Malaysia Philippine Thailand Country Management Unit in preparation and implementation of strategies, business plans and special initiatives as and when required.
Selection Criteria
Master's degree in public administration; management/economics; geography; urban planning; or any related field relevant to the position;
A minimum of 5 years of relevant working experience including outside of the World Bank;
Good knowledge of the Philippines government system, in particular with relation to disaster risk management and/or Urban/LGU development issues;
Familiarity with World Bank operational policies and procedures
Experience working with Department of Finance, Department of Budget and Management, National Economic Development Authority, as well as their related think tanks, provincial and local / municipal government entities, international academic and research institutions;
Strong interpersonal skills with an ability to successfully lead multicultural, multisector teams;
Ability to communicate effectively with a diverse group of constituencies within and outside the Philippines (verbal and written).
