THE OPPORTUNITY
Since 2016, Plan International, Action Against Hunger Philippines, CARE Philippines, and ACCORD Incorporated have been working together through the MOVE UP Project, with support from European Union Civil Protection and Humanitarian Aid (ECHO) to contribute to institutionalizing urban resilience and disaster preparedness mechanisms in urban areas in the country. Specifically, the consortium intends to scale up and replicate its Urban resilience model designed for both natural and human-induced hazards.
With the fifth iteration of the program, the MOVE UP consortium will build on its constantly evolving urban resilience model by integrating forecast-based, early action, and rapid response. These added components will augment the current approach in building the resilience capacity of the local government units and the local population who are at risk of disasters.
The Communications and Advocacy Specialist will lead the influencing activities of the project at the national level. S/He will also support the influencing activities of the disaster resilience program of Plan International. He/she will plan, develop and implement an appropriate advocacy strategy for the project with alignment to Plan's Disaster Risk Management (DRM) Influencing plan. He/she will coordinate and communicate with other development networks with key decision-makers, and serves as the liaison with local and national media. This project is for 18 months. This role will be based in Makati City.
Further, as the Communications and Advocacy Specialist:
You will develop advocacy strategies in consultation with the Disaster Resilience Program unit.
You will collect relevant strategic information using monitoring and evaluation processes and present them for advocacy with policymakers.
You will develop, coordinate and lobby to promote more effective policymaking at the national and regional levels where Plan is working.
You will organize press conferences and briefings, develop fact sheets and talking points, line up interviews and media-related interviews.
You will represent and promote Plan in important events in the community, municipal, provincial, regional and national levels.
Plan International is a development and humanitarian organization. In exceptional cases, you will be asked to support emergency response activities in the communities in your assigned covered areas.
DO YOU HAVE WHAT IT TAKES?
To be successful in the role you will need among other things:
Graduate of Mass Communications, Development Communication, Journalism, Management or Social Sciences or other related courses. A graduate degree is an advantage.
Has at least three (3) years of experience in doing advocacy and communication work.
Relevant experience or training on community organizing, community development, program/project management, event organizing, visibility lay-outing, advocacy, and influencing.
Previous work experience in a similar project or in a non-government organization/s is an advantage.
Has relevant training on project management, advocacy, event organizing, and, community organizing.
Good verbal and written communication skills and the ability to relate to people from all backgrounds.
Applicants must have the right to work in the Philippines without restrictions. Local applicants are preferred.
