The Opportunity: The Senior Safety Officer will be responsible for implementing and managing OpenText's Health and Safety operations across its center in Manila and leading a compliance and training program that meets local and international statutory requirements. The programs must assure a systematic approach of both daily management and opportunities for improvement. The Senior safety officer develops, recommends, and implements programs, policies, and procedures associated with recognizing, measuring, evaluating, and controlling potential health and safety hazards. The objective of the Senior Safety Officer is to deliver positive results at sites in a manner that protects personnel, property, and the environment while maintaining business operations. The Senior Safety officer plays a crucial role in facilitating the leadership of the safety on the site for all functional activities. He or She shall plan, implement, oversee, and evaluate the Company's occupational safety and health programs, ensuring legal adherence to the OSH standards, regulations, and guidelines. You Are Great At: Safety Leadership Be a primary point of contact, 'trusted advisor,' for OSH requirements and activities for the account.Communicate OHS needs and results to the Senior Facilities Manager. Maintain a collaborative partnership with landlords, stakeholders, and government regulators. Create awareness and educate our people and stakeholders by consistently sharing success stories and best practices among colleagues in the industry and vendors and by regularly mentoring and coaching our teams and subcontractors. Promote and develop a positive Health and Safety culture at all levels throughout the account. Training Manage all aspects of OSH training from reporting, tracking, maintaining, developing, and providing training to the account. Provide Safety Training (train the trainer) to ensure that facility teams (both site-specific and portfolio-wide) receive required training, including but not limited to Confined Space, Power Tools, Ergonomics, Develops and conducts monthly safety committee meetings. Review and attend subcontractor's safety meetings and onboarding sessions Support behavioral-based safety training program Reporting Oversee the tracking and monitoring of OHS performance metrics and manage all OHS reporting. Ensure accidents, injuries, near misses/good catches, work hours entries are on time. Maintains and tracks local and international compliance and ensures to escalate any potential risk of non-compliance and penalties. Collect information while providing reports interpreting data to support and inform the local Facilities leadership. Provides analysis, insights, and trends on emerging issues Sites Support The role will be on-site interfacing with the workforce demonstrating safety leadership, and providing the force with ongoing safety coaching through recognition of risk accepting behaviors, erosion of standards, and depth of penetration of safety initiatives. Provide OHS leadership in preplanning and field execution of complex O&M and project work, including working at heights, confined space work, lifting and rigging, and other high-risk tasks. Create, develop, and implement OHS policies, practices, and programs at the site level.Programs may include but are not limited to chemical hygiene, hazard recognition, ergonomics, asbestos, respiratory protection, indoor air quality, exposure assessments, and hearing conservation Work with operations and vendors to perform hazard (Risk) assessments and evaluations implement risk reduction/mitigation strategies as appropriate and approve work permits. Communication of incidents, advise and consult on care management. Lead or support investigations of OHS incidents, analyze root cause(s), support/track the implementation of practical corrective actions, and prepare communications to share the lessons learned from such events across the account. Provide direct support to OpenText employees on all matters related to industry OHS compliance, as well as specific client compliance and site-specific operating requirements. Provide on-site assistance with the Emergency Preparedness and Response All other duties and tasks assigned surrounding the role. Compliance Maintain documentation describing the OHS program (playbooks, procedures, etc.) and records required by local and international regulations. Support sites during audits from corporate, OHS staff, and outside agencies such as DOLE, fire/building departments, health inspectors, government inspectors, and insurance representatives. Manage contractor safety programs, ensure programs are in place, and lead contractor safety forums. Assist in the assurance of compliance with all OHS Sections of the Operational Compliance Program Support environmental compliance efforts of OpenText. Support client compliance programs What it takes: Minimum Education & Experience Bachelor's Degree in a related area or equivalent combination of education and relevant field experience Five years of relevant experience as a safety officer supporting O&M work and projects, ideally within a corporate or Business Processing outsourcing (BPO) environment, including working at heights, confined space, excavation, lifting and rigging, energy isolation, hot work, and other high-risk tasks. Success working with subcontractors/vendors supporting mutual safety objectives A proven track record managing local and international regulatory compliance Tech Savvy and Proficient in Microsoft office tools (Word, Excel, PowerPoint, Canva, etc.) Strong presentation skills to deliver Health, Safety, and Environmental advice at all levels and to provide localized training to staff as required Evidence of strong interpersonal skills to establish credibility with colleagues, subcontractors, and senior management Excellent verbal and written communication skills Demonstrated time management skills. Ability to prioritize tasks, especially when handling an accident or incident Extensive attention to detail to distinguish safety hazards and to recognize when safety conditions need improvement. Ability to work through and identify the root cause of any problem Thorough knowledge and understanding of health and safety standards, legislation, codes of practice, guidance, and operating procedures. Ability to keep abreast of trends and related best practices. Ability to carry out an audit and gather objective evidence through observation, interview, and sampling of documents and records Ability to provide detailed reports and develop safety procedures Good understanding of data analysis and risk assessment Team player and must be able to work on a matrix organization.
