Background
The Collaborating, Learning and Adapting for Improved Development (CLAimDev) activity's purpose is to bolster the capacity of USAID/Philippines to effectively lead and practice collaborating, learning and adapting (CLA), which has the broader goal of enhancing USAID's development effectiveness. The CLAimDev activity will strengthen the evidence base of USAID/Philippines by implementing select monitoring, evaluation, research, and other analytical tasks to inform key strategic decisions. CLAimDev will also conduct evaluations, research, assessments, and third-party monitoring and verification tasks in geographically diverse areas in the Philippines.

Panagora Group seeks a Technical Specialist on Social Cohesion and Local Governance to serve as co-evaluator who will undertake the evaluation under the supervision of the Team Leader. The Technical Specialist will be primarily responsible in ensuring the technical soundness of the evaluation task and its outputs. Panagora will consider applicants nationwide and encourages applicants from Mindanao.
Duties and Responsibilities
Serve as co-evaluator and will work closely with the Team Leader to prepare and implement the work plan of the evaluation.
Provide subject matter and/or thematic expertise and ensure the technical soundness of the evaluation design, approach, methodologies, instruments, analytical tools, and outputs.
Actively participate in the formulation of the data analysis frameworks, sampling design and data collection tools related to social cohesion and micro-enterprise development as well as gender and social inclusivity cross-cutting dimensions in the perspective of the socio-cultural-political-economic context of Mindanao, Philippines particularly in areas where violent conflicts exist.
Conduct high-level data gathering activities involving key stakeholders from various institutions.
Conduct in-depth data analysis and write the draft evaluation findings related to their assigned subject matter and submit to the Evaluation Team Leader for the consideration in the final evaluation report.
Ensures the delivery of specific outputs according to evaluation standards and requirements, as well as compliance with applicable USAID policies and procedures.
Work together and complement with other members of the evaluation team in exploring integration and synergies in the focus areas of evaluation.
Requirements
Professionals with expertise in social cohesion and MSME, preferably for Internally Displaced Persons and communities affected by violent conflicts in Mindanao or other areas with highly complex situations, and with expertise in any or combination of the following:
Social Cohesion

Micro, Small and Medium Enterprise (MSME)
Skills Development and Employment
Policy Development and Advocacy
Gender and Social Inclusion
Humanitarian Relief and Rehabilitation Response
Evaluation experience using qualitative and quantitative methods is strongly preferred.
At least seven years' experience in a relevant discipline is preferred.
Have deep understanding on the socio-cultural-political-economic context of Mindanao, Philippines, especially in areas affected by violent conflicts.
A Master's degree in social sciences or related disciplines is required.
One of the technical specialists must have strong background and proven expertise in conducting impact evaluation of development programs/projects, including gender and inclusive development.
Willingness and ability to work together as part of a team.
Demonstrated knowledge of monitoring and evaluation systems.
Excellent English communication skills, both written and oral. Sample studies or published work may be requested from candidates.
Reports to: The CLAimDev Senior Monitoring and Evaluation (M&E) Specialist (Principal Investigator) and the Evaluation Team Leader.
Level of Effort: This is a short-term position based in the Philippines.
