About the Education Pathways to Peace in Mindanao (Pathways) Program
Education Pathways to Peace in Mindanao (Pathways) is a Philippines-Australia partnership supporting quality inclusive kindergarten to grade 3 education for all children in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).
The program focuses on early years education as the foundation for life-long learning and development. By engaging and collaborating with a wide range of education stakeholders, promoting peace in education reform, and addressing inequity and disparity in education delivery, the program also contributes to peacebuilding in the region.
Delivered through the Bangsamoro Ministry of Basic, Higher and Technical Education (MBHTE), activities are directed towards strengthening education policies and institutions, ensuring accessible and inclusive education for all children, providing an integrated education system and curriculum, and improving teacher quality and development.
Pathways is implemented by Palladium in consortium with the Australian Council for Educational Research (ACER) and Orient Integrated Development Consultants Inc (OIDCI).
The program's base of operations is in Cotabato City and covers all five provinces of BARMM.
About the position

The responsibilities of the consultant do not involve direct contact and working with children or young people.
Engagement : Short term consultancy
Pathways' Human Resource and Organization Development (HROD) Technical Assistance (TA) to MBHTE:
Provides technical, strategic and operational advice to the Office of the Minister and the HR group of the entire organization, from the HRM Division Office at the regional office to the different directorates and schools divisions (SDOs), particularly the directorates for Basic Education and Madrasah Education.
Assists the MBHTE in co-designing major organizational interventions addressing their current requirements for organizational wellbeing, structure strengthening, process and systems improvement and quality management.
For the current annual work plan (2021-2022), the HROD TAs will require immediate and effective implementation since initial outputs of these will serve as inputs to other Pathways TAs in MBHTE. These two TAs are 1) the HR Support for MBHTE Organizational Wellbeing Program, which includes strengthening of the HR Group to implement the program, particularly for the teachers, and 2) the OD Support for MBHTE's Quality Management Program, which will include developing MBHTE education quality assurance framework.
The position of Senior HROD Transition Management Specialist will provide technical assistance to MBHTE counterparts in identifying, mobilizing and organizing the necessary support for these TAs. The position will complement and support the OD Adviser in linking the HROD TAs with previous, current and planned HR and OD initiatives in MBHTE and in providing on-the-ground continuity and coordination of project implementation. The position further supports the OD Adviser in analyzing the shifting contexts of MBHTE and BARMM and monitoring the impact of these on the design, delivery and management of the HROD TAs.
The Specialist will be required to be present in MBHTE for two days per week excluding possible MBHTE-Pathways events that will require his/her presence for a specific role. She/he will complement the HROD service providers in managing the key stakeholders of the projects.
Primary Duties and Responsibilities:
The key responsibilities of the position include, but are not limited to: * Support MBHTE counterparts and Pathways HROD service providers in setting up governance structures, institutional arrangements and in providing enabling policies for the HROD TAs.
Provide Pathways with up-to-date information on current situations in MBHTE and BARMM with analysis on risks and implications for the HROD projects and Pathways.
Provide strategic and operational information to Pathways on important MBHTE plans, programs, policies and project feedback that will have direct or indirect effects on current HROD TAs.
Assist the Pathways Organizational Development Adviser in:
co-designing the project management of the HROD TAs with key counterparts from the SDOs and the region;
monitoring and evaluating the project management of the HROD TAs;
building and sustaining effective working relationships between Pathways and MBHTE stakeholders, and
in ensuring the application of change and transition management approaches in the process of bringing together different actors from MBHTE and Pathways.
Required Qualifications:
The ideal candidate should possess the following qualifications, experience, and competencies:
Ability to undertake in-depth stakeholders analysis and political mapping as part of inputs to a thorough political economy analysis, particularly of the different actors within and outside MBHTE.
Familiarity with the former DepED-ARMM, the current MBHTE and educational institutions in BARMM. At least three years' work experience in DepED-ARMM and MBHTE (cumulative) is preferred.
High level competency in group facilitation, process observation and stakeholders management. Evidence of work tasks and outputs can be provided.
Strong experience in HR and OD related technical assistance projects in government organizations in Mindanao.
Experience in managing or being a part of complex or big projects in government or private organizations.
Can speak Visaya and or Ilonggo or any of the local dialects in BARMM.
Qualifications in any field in social sciences.
Teaching experience in any education sub-system in any Mindanao educational institution.
