About the Education Pathways to Peace in Mindanao (Pathways) Program
Education Pathways to Peace in Mindanao (Pathways) is a Philippines-Australia partnership supporting quality inclusive kindergarten to grade 3 education for all children in the Bangsamoro Autonomous Region in Muslim Mindanao (BARMM).
The program focuses on early years education as the foundation for life-long learning and development. By engaging and collaborating with a wide range of education stakeholders, promoting peace in education reform, and addressing inequity and disparity in education delivery, the program also contributes to peacebuilding in the region.
Delivered through the Bangsamoro Ministry of Basic, Higher and Technical Education (MBHTE), activities are directed towards strengthening education policies and institutions, ensuring accessible and inclusive education for all children, providing an integrated education system and curriculum, and improving teacher quality and development.
Pathways is implemented by Palladium in consortium with the Australian Council for Educational Research (ACER) and Orient Integrated Development Consultants Inc (OIDCI).
The program's base of operations is in Cotabato City and covers all five provinces of BARMM.
About the position

The responsibilities of the adviser do not involve direct contact and working with children or young people.
Engagement : Full time employment
The Organizational Development Adviser will develop and support a broad range of organisational development and change initiatives which impact the Ministry of Basic, Higher and Technical Education (MBHTE) under the direction of the Office of the Minister.
This position will provide strategic and technical advice on institutional strengthening of MBHTE across a range of themes including (but not limited to): Strategic Planning (Programs and Project Management and Development), Organization Development, Strategic Human Resource Management and Development, Organisation structure development (transition and long-term), Stakeholder Engagement, and Process & System Analysis and Improvement.
This position will provide change management support to the Ministry as it implements different institutional reform priorities given the mandates of the Education Code and the Administrative Code.
Key Deliverables:
Organisational development and change management initiatives are co-developed with MBHTE and Pathways team to respond to MBHTE's transition and long-term strategic requirements.
MBHTE's education management and organizational management systems and structures are improved, strengthened and aligned with the overall key result areas and strategic direction of MBHTE and its education sub-systems, and with particular emphasis on inclusive adaptable and sustainable processes, systems and structures.
Competencies on strategic HR, organization development and change management of MBHTE leaders, managers, relevant technical staff and the HR group are increased and applied.
Pathways strategic HR technical assistance enables the MBHTE HR group to develop, implement and manage relevant people and organizational wellbeing programs, particularly for teachers and teaching supervisors.
HR and organization development (OD) related policies are developed, strengthened and implemented to ensure sustainable HR and OD results from Pathways technical assistance.
Organization and human resource development technical assistance to MBHTE are linked and aligned with other technical assistance provided by Pathways and with other MBHTE initiatives on HR and OD.
Primary Duties and Responsibilities:
The key responsibilities of the position include, but are not limited to:
1. Support and provide strategic advice to the Office of the Minister and the MBHTE HRM Division Office regarding pertinent organisational development, strategic HR and change management updates, good practices, strategic innovations (global and national) that can benefit MBHTE.
2. Provide HR and OD technical and strategic advice, on-the-job training and mentoring to the HR group of MBHTE. This should be done in close collaboration with the DTL for Program and Program Advisers.
3. Work closely with the Team Leader, Deputies and Lead Advisers to ensure MBHTE organisational issues and corporate management issues are raised at a strategic level within program conversations.
4. Work with the Pathways MEARL Lead to ensure that all MBHTE OD and HR initiatives are appropriately monitored and reported on.
5. Collaborate as a member of a multi-disciplinary team to achieving the program's end of program outcomes. This will include:
Commitment to embracing Pathways principles including its adaptive approach to program implementation.
Effective monitoring and evaluation of all interventions implemented by the adviser in a way that contributes to program learning and tracking of progress of the program as a whole.
Contribute to the priorities and strategies that are mainstreamed across the program.
6. Continuously review and update the Pathways OD Strategy for MBHTE with MBHTE counterparts and Pathways advisers to ensure that this reflects Pathways' adaptive approach to institutional strengthening.
7. Support the HR and OD service providers by managing and linking them with relevant offices of MBHTE and other service providers of the Program.
8. Contribute to the drafting of monthly management dashboard report, annual work plans and six-monthly progress report;
9. Ensure that the Pathways annual work plan is co-developed with MBHTE counterparts, Pathways thematic advisers and the MEARL team.The annual workplan reflects the priorities of MBHTE and the strategic intent of Pathways for the given period.
10. Other duties as may reasonably be required by the Deputy Team Leader for Programs consistent with the incumbent's qualifications and experience.
Required Qualifications:
The ideal candidate should possess the following qualifications, experience, skills and competencies:
Strong continuous and in-depth experience in organizational development and management, HRMD or equivalent field;
Strong relevant and continued experience in organizational development and or strategic HR in large to medium public organizations;
Master's Degree in Industrial Psychology or in related social sciences is desirable;
Demonstrated high-level management experience with proven capacity to analyse and design organizational policies, operational systems and structures and manage organisational and corporate risks.
Demonstrated understanding of and experience in the design, delivery, monitoring and reporting of capacity and competency development projects, with a demonstrated ability to share knowledge and mentor and coach people.
Demonstrated experience and capability for managing different stakeholders (individual actors and companies) in the delivery of OD or HR technical assistance and or projects in the organization.
Demonstrated cross cultural communication and relationship management skills with the ability to work effectively with government counterparts. Demonstrated ability to establish and strengthen rapport and engage in a range of participatory approaches to ensure local ownership.
Highly developed oral and written communication skills. Must provide a sample of a written technical report.
Experience working in development projects in large to medium and complex government organizations, particularly in education, is an advantage. * Experience working in Bangsamoro Autonomous Region of Muslim Mindanao (BARMM).
