About the Education Pathways to Peace in Mindanao (Pathways) Program
Education Pathways to Peace in Mindanao (Pathways) is supported by the Australian Government in partnership with the Government of the Philippines to provide quality inclusive Kindergarten to Grade 3 education for all children across the Bangsamoro Autonomous Region in Muslim Mindanao.
The program focuses on early years education as the foundation for life-long learning and development. By engaging and collaborating with a wide range of education stakeholders, promoting peace in education reform, and addressing inequity and disparity in education delivery, the program also contributes to peacebuilding in the region.
Delivered through the Bangsamoro Ministry of Basic, Higher and Technical Education (MBHTE), activities are directed towards strengthening education policies and institutions, ensuring accessible and inclusive education for all children, providing an integrated education system and curriculum, and improving teacher quality and development.
Pathways is implemented by Palladium in consortium with the Australian Council for Educational Research (ACER) and Orient Integrated Development Consultants Inc (OIDCI).
The program's base of operations is in Cotabato City and covers all five provinces of BARMM.
About the position
The Monitoring and Evaluation (M&E) Specialist will provide services and lead components for the implementation of the Pathways' MEARL Plan. The M&E Specialist will work under the direction of the MEARL Adviser and closely with other team members. The M&E Specialist will also contribute to the program's learning and adapting and sharing knowledge according to the MEARL Communications' Plan about which interventions are working and why.
Primary Duties and Responsibilities:
Child Protection: Level 3
The responsibilities of the project employee require working with and direct contact with children or young people.
The key responsibilities of the position include, but are not limited to: * Provide technical inputs in ensuring that the MEARL System captures the required and high-quality indicator, learning and Activity adaptation information identified in the MEARL Plan.
Assist the MEARL Adviser in the implementation and periodic review of the MEARL Plan.
Support in identifying and fulfilling data quality and ongoing baseline / end line requirements identified in the MEARL Plan.
Contribute to writing fortnightly management program summaries, DepEd reporting needs, six- monthly progress reports, and any other priority reporting needs identified by Pathways' Senior Management Team.
In collaboration with the MEARL Adviser, manage generating evidence as required for the MEARL Plan including Significant Instances of Policy and System Influence.
In collaboration with the MEARL Adviser, support or lead key activity and program learning events to ensure continuous improvement and the capturing lessons for Pathways and its stakeholders.
In collaboration with the Data Management team, support the maintenance and updating of data storage and retrieval systems for data associated with the MEARL Plan and Annual Work Plans.
Lead the development and ongoing updating of the Pathways MEARL Operations Manual.
Work collaboratively with MEARL Team and programming colleagues, and with external stakeholders including MBHTE and DFAT.
Other duties as may reasonably be required by the MEARL Adviser consistent with the incumbent's qualifications and experience.
Required Qualifications:
The Monitoring and Evaluation Specialist will have the following qualifications and experience: * Qualifications in social science, development management, mathematics, statistics, or related field is desirable;
Extensive experience in development of monitoring and evaluation frameworks, data processing and management, information analysis;
Familiarity with DFAT monitoring and evaluation requirements and work experience in Mindanao are desirable;
Strong analytical, qualitative, and quantitative monitoring and evaluation skills;
Demonstrated experience in evaluation design, management, interpretation, and reporting;
Strong, proven English writing and reporting skills including expertise in the presentation and interpretation of data;
Ability to work collaboratively with counterparts to achieve outstanding results;
Excellent written and verbal communication, liaison, and interpersonal skills;
Fluency in English (written and spoken); and
In-depth understanding of the education sector in Philippines is desirable.
