Purpose of the Consultancy:
- Building on the successful implementation of real-time vaccination monitoring and analysis (RT-VaMA) for Polio and measles-rubella in the Philippines, and drawing from successes in Uganda, Mozambique, and Nigeria, UNICEF Philippines is developing a deployment toolkit for real-time monitoring that can be adopted by governments - and by individuals with disparate technological/digital proficiencies --- to address gaps in timely data during supplemental immunization campaigns.
The toolkit, throughout its development, and upon initial release, will also go through user acceptance testing with stakeholders such as UNICEF staff, government partners, and health facility workers, and will be advocated, with the support of the regional office, focusing on onboarding those that express interest in implementing the toolkit.

Job Context:
The Consultant reports to the Deputy Representative, Programmes and works under the day-to-day supervision of the Knowledge Management Officer. Communication and Advocacy outputs will be coordinated with and reviewed by the Communication Section focal points.
Scope of Work/Tasks:
Provide support to the deployment of the RT VaMA Toolkit:
- Work with the technical team in the deployment of the tool with other Local Government Units (LGUs).
- Develop Information, Education, and Communication (IEC) campaign materials for the RT-VaMA toolkit and the advantages of real-time vaccination monitoring initiatives in the Philippines.
- Disseminate information about RT-VaMA.
Support engagement and maintenance of partnerships and networks:
- Engage with partners and countries to disseminate RT VaMA-related information.
- Coordinate communications around pilots, support communications, and document the experiences of RT VaMA deployment.
- Schedule and organize webinars and brownbag sessions.
Knowledge Management:
- Help identify, capture, synthesize, and share lessons learned from the development and roll-out of RTVaMA.
- Contribute and share RT-VaMA and real-time monitoring technology updates with country office, regional, and global T4D networks and activities, while working in close collaboration with the Regional knowledge management focal point.
Capacity Building:
- Work directly with programme teams and partners to adopt RT-VaMA and, more broadly, real-time monitoring solutions appropriate to their sectoral priorities.
- Participate as resource person in capacity-building initiatives.

Education:
Advanced university degree is required in Journalism, Business Analysis, Development Communications, Digital Development, International Development or another relevant technical field.
Work Experience/Knowledge/Expertise/Skills Required:
Experience in Knowledge Management, Community Management, as a technical writer, or in a similar role.
Demonstrated ability to translate highly technical information into easily understandable information for stakeholders, especially in the social, public, development, or humanitarian sector.
Excellent communication and written skills in English.
Comfortable coordinating between multiple remote teams and stakeholders.
Excellent communicator of concepts both verbally and in writing to a developing country government and international audience.
Experience planning, writing, editing, and collating official reports.
Experience writing, editing, researching, and planning technical documentation (e.g., software).
Proved excellent technical and creative writing skills.
Language:
Fluency in English, both in oral and written communication, and knowledge of the relevant local language is an asset.
