About the Education Pathways to Peace in Mindanao (Pathways) Program
Education Pathways to Peace in Mindanao (Pathways) is supported by the Australian Government in partnership with the governments of the Philippines and the Bangsamoro to provide quality inclusive Kindergarten to Grade 3 education for all children across the Bangsamoro Autonomous Region in Muslim Mindanao.
The program focuses on early years education as the foundation for life-long learning and development. By engaging and collaborating with a wide range of education stakeholders, promoting peace in education reform, and addressing inequity and disparity in education delivery, the program also contributes to peacebuilding in the region.
Delivered through the Bangsamoro Ministry of Basic, Higher and Technical Education, activities are directed towards strengthening education policies and institutions, ensuring accessible and inclusive education for all children, providing an integrated education system and curriculum, and improving teacher quality and development.
Pathways is implemented by Palladium in consortium with the Australian Council for Educational Research and Orient Integrated Development Consultants Inc. The program's base of operations is in Cotabato City and covers five provinces of BARMM.
About the position
The Learning and Reporting Specialist will lead on program learning processes, including the development of a learning framework that is aligned with the Program's overall adaptive approach. Embedded in the MEARL team, the position is responsible for synthesizing data and learning from program activities (with support from other MEARL team members) and to produce reports, documentation, and coordinate learning events. This position will support the broader Pathways team to ensure future programming is cognizant of past learnings and to ensure that activities adapt to emerging trends and evidence coming out of program activities that have already been implemented.
The Learning and Reporting Specialist will work very closely with the Communications Team in developing public materials, ensuring that the program is sharing learnings in an interesting and captivating way for a range of audiences.
Primary Duties and Responsibilities:
The key responsibilities of the position include, but are not limited to: * Develop the reflective learning framework and process in collaboration with the MEARL Lead;
Design appropriate learning events, workshops, and forums at community, district, division, province, and regional level to share and disseminate experiential learning and evidence from program activities, including RIF and research;
In collaboration with education counterparts and working groups at regional, division, and school cluster level, contribute to the development and implementation of processes to monitor progress of activities and gather information and insights to be used to assess the potential for replication, scale-up, and sustainability; and
In collaboration with MBHTE-BARMM and other counterparts, help oversee the collection and management of data for M&E purposes; ensure the quality, timeliness, and integrity of the data; undertake appropriate analysis; interpret findings and prepare a range of reports for specific purposes.
Provide technical support, including guidance on the overall Learning component, for the monitoring and evaluation of activities being implemented under the Responsive Innovation Fund;
In close collaboration with the Communications Team, oversee the development of the content of program publications including but not limited to reports, case studies, case stories, videography/digital stories, social media articles, radio spots and other relevant media for sharing learning and achievements;
Collaborate with the Communications Team in developing design elements, communications strategies and dissemination of lessons and learning messages and collaterals;
Present appropriate and timely information and reports that meet different stakeholder needs. This includes the need for tight feedback loops to inform decision-making;
Lead the development of the DepEd CO, MBHTE, and NEDA reporting requirements;
Contribute to writing fortnightly management dashboard, quarterly and six- monthly progress reports; and
Other duties as may reasonably be required by the MEARL Lead consistent with the incumbent's qualifications and experience.
Required Qualifications:
The ideal candidate should possess the following qualifications, experience, skills and competencies:
Qualifications in social science, development communications or related field is desirable;
Effective communications skills, an ability to write effectively and to provide guidance and editorial support for staff;
Demonstrated relevant experience in the field of education, and monitoring and evaluation, preferably within a conflict setting;
With high level analytical skills, provide advice about the quality of research products which are developed under the research;
High level organisation skills and an ability to manage competing priorities;
Demonstrated experience in providing analytical products and drawing conclusions and providing advice about activity implementation based on those conclusions;
Demonstrated ability to provide mixed methods of communications for the delivery of information;
Demonstrated ability to establish good working relationships with key stakeholders at national and sub-national levels; and
Familiarity with DFAT M&E requirements and work experience in Mindanao are desirable.
