An HR Manager supports and monitors all areas of HR:
Recruitment - monitor recruitment activities and metrics
Training and Development/Organizational Development and Training - Create training programs for employees, conduct training needs analysis and actual trainings and ensure that there are follow-through sessions to know the outcome. Internal movements (lateral, promotions), if applicable, could be encouraged.
Employee Relations - Implement employee engagement sessions and activities that will help in employee retention. Yearly performance appraisal is recorded and tracked. Internal conflicts such as attendance, employee to employee/employee to manager, payroll disputes, employee grievances must also be managed, properly documented and done within legal bounds. He/she must be familiar with the Philippine Labor Code and able to interpret it accordingly.
Payroll - Ensure that payroll is computed accurately based on timekeeping, received by the employees on time and that the number of payroll disputes are lessened.
Compensation and Benefits - Ensure that a competitive salary structure is properly implemented within the company (excluding client's salary decision), that a specific standard salary range is used based on employee's qualifications (tenure, technical know-how).
Able to handle conflict - not baffled by work problems and takes difficult situations in stride
Professional - in all aspects such as time, communications, able to keep his/her word
Highly approachable - employees must feel comfortable to disclose confidential information such as grievances, salary issues, and other work-related concerns
honest in all company dealings
Assertive - can implement company rules & regulations, is able to show authority if needed
Genuinely concerned about the welfare of employee
Able to set an example
Willing to do administrative work on top of the managerial/leadership responsibility
