We are looking for an HR Manager to oversee all aspects of human resources practices and processes.

RESPONSIBILITIES
Recruitment / Talent Management
Determine department's talent requirements and workload allocation by performing recruitment activities such as manpower planning, sourcing, screening, selection, and placement to hire the right person for the right job at the right time.
Manage hiring policy and procedures and ensure on-going compliance with those guidelines.
Oversee the development and revision of job descriptions, ensuring content is comprehensive and accurate.
Oversee an effective recruitment strategy for human resource needs via direct or partner recruitment channels.
Oversee continual review of the On Boarding process for new employees to reflect the most current information.
Ensure a continuous pipeline of candidates for each open position; proactively recommend strategy and next steps for generating qualified candidates.
Screen resumes for all open positions and conduct phone or in person interviews for all levels of positions while collaborating with the Head of Operations on executive level open positions.
Ensure recruitment dashboards and reporting are kept current and updated.
Review and revise position descriptions with Hiring Manager as needed to ensure clear hiring target and setting expectations.
Manage recruitment partners in processing endorsement from agency channel.
Focus on continuous process improvement in recruitment; make recommendations and discuss with the leadership committee.
Ensure implementation of competency-based talent acquisition and recruitment activities based on headcount requirement and organizational reviews and lead manpower planning activities
Employee & Labor Relations
Direct engagement initiatives that will address employee concerns.
Coach and counsel members on performance-related problems.
Resolve issues to maintain positive employee relations while at the same time, optimize organizational performance.
Track and identify trends in situational discord for possible strategic resolution.
Ensure investigations are conducted in a professional manner, compliant with all relevant laws, and that all parties involved are treated with dignity and respect.
Manage culture building to provide the right environment for the right employee.
Develop, revise, and implement the employee code of conduct to manage employee handling and eventually avoid, if not, minimize DOLE and NLRC representations.
Develop, implement, and maintain employee programs and activities at all levels and facilitate employee communication on company directions, policies and procedures dissemination and clarification and employee issue resolution.
Scan work environment to proactively identify areas of risk and discuss mitigating strategies to EXCO.
Manage all employee relations cases, including investigations, documentation, and actions, from beginning to end in accord with company policies, and standard procedures.
Coach, advise and train employees and managers on company policies and procedures.
Advise managers on labor laws and various regulations related to employees; ensure that the company follows labor laws and regulations.
Compensation and Benefits
Administer company's compensation policies on job analysis, job evaluation, salary negotiation and wage management, timekeeping, and payroll processing.
Conduct salary structure review, and implement strategies to address wage compression and/or wage distortion, as needed; and lead annual employee movement plans, and calibration of performance-based pay and benefits; and
Coordinate business solutions to employee concerns related to regulatory and statutory benefits administration, timekeeping, personnel administration, and payroll; and implement digitalization projects and continuous improvement activities for HR services as needed or based on timelines; and assist in maintaining information systems and physical records of all employees.
Ensure regulatory compliance with employee benefits administration.
Coordinate preparation of reporting information required for benefits administration, including any quarterly and annual requirements.
Proactively monitor the competitive environment for new benefit offerings and makes recommendations.
Oversee communications of benefit programs to employees to ensure a thorough understanding of the benefits program.
Promote employee welfare policies of the company by handling company benefits and developing benefits program using baseline data, demographics, and external information (benchmarked data).
Knowledgeable and can explain all government mandated benefits, its requirements, and processes.
Training and Development
Identify and implement training initiatives to provide fundamental human resources knowledge to Supervisors and Managers in support of their roles as leaders.
Define the learning strategy for each department and ensure alignment with business needs
Build decision for development, deployment and implementation of employee learning and development program
Oversee human resource development to build-up employee competencies.
Coordinate and facilitate with key people the identification of development needs (training needs analysis) of employees.
Source training experts and work closely with them in creating learning interventions (training program design in facilitating the delivery of learning solutions and acquisition of required competencies (training program implementation) and in measuring the impact of training programs and provide recommendations for improvements (training effectiveness)
Leverage standard learning architectures wherever possible; foster innovation and pilot new ideas, communicate professional development initiatives
Conduct training needs analysis and oversee completion of individual development plans based on implemented competency assessment procedures; and ensure execution of training plans.
Implement change management and organizational development interventions; and coordinate employee transfers & movements, advancement planning, career architecting and career progression plans; and
Conduct line HR functional trainings, and provide coaching, mentoring and consultations related to human resources management.
Performance Management
Support overall management of evaluation cycles by reviewing all the assigned performance evaluations
Facilitate the performance evaluation process, coach managers to ensure timely and accurate completion of evaluations for employees.
Conduct regular training needs analysis to build a strong development program
Develop, implement performance management system for the company that is both performance and competency based.
Make use of the Midyear and End of Year Appraisal Program in relation to any meritocracy and performance-based rewards and recognition and salary-based increases.
Health and Safety
Develop necessary policies and procedures to ensure the health and safety of all stakeholders.
Ensure that the company to comply with best practices and legal requirements in the field of health and safety.
Prepare and monitor Human Resources CAPEX, OPEX and Salaries & Benefits budgets.
Work with other Department to determine business risks and impart insights on business continuity plans & preparation to the New Normal; and in light with the COVID-19 situation, ensure implementation of minimum health standards and company protocols.
Organizational Development / HR Services
Work hand in hand with all stakeholders to identify site's organizational and employee concerns and conceptualize strategies for various organizational development programs to foster and enhance employee motivation and positive engagement.
Ensure effective implementation of organizational development programs and continuously review of any adaptive changes needed for the site's short term and long-term growth plans.
Collaborate with other functional / departmental heads to understand all necessary aspects and needs of HR development, and to ensure they are fully informed of HR objectives, purpose, and achievements.
QUALIFICATIONS
Candidate must possess at least a Bachelor's/College Degree, Human Resource Management or equivalent.
At least 5 to 10 year(s) of working experience in the related field is required for this position.
At least 2 to 3 years working experienced in HR related function in IT industry is plus / advantage.
Excellent in both oral and written communication.
Knowledgeable in all facets of HR.
Capable in crafting HR policies and procedures and implementing HR programs.
