Key Responsibilities:
Purpose of the position:
This position is primarily responsible for partnership grants analysis, compliance and risk management. This position is responsible for managing processes, establishing systems and designing tools and templates for consolidating, analysing and ensuring compliance on grants finance for the whole partnership.
This position works with different stakeholders and grant communities for the grant financial reporting, compliance issues and risk management, an assumes management responsibility for specialized, complex and large partnership financial grants analysis.
The manager will plan, coordinate, review and make decisions involving highly specialized and/or technical areas requiring application and interpretation of data, facts, procedures, policies and standards. At the same time, this position will provide support to key partnership initiatives (LDR-Workday, Watch Dog, Horizon and Audit Database) related to grants finance and compliance. This position provides support to other Global Finance and Global Grants & Programme Finance initiatives as may be required. This position manages the Global Grants and Porgramme Finance Unit staff based in GC Manila.
Major responsibilities:
Leads and ensures proper grants financial reporting and analysis
Plans and monitors timelines to meet deadline for submission of reports and analysis
Designs templates and tools, and develops techniques for improving and increasing efficiency in reporting and analysis
Work with the GFS, SOs, RFDs, RDUs, RGFMs, GIA, Supply Chain Management & GGPF/GAM, community for the grant financial reporting & information and for compliance issues.
Tracking Grant over/under spending & dealing how these situations are resolved
Compliance
Manage the compliance of National Offices' LDR. Act as point person for the LDR implementation in the partnership.
Perform field compliance visits and train NO staff on compliance monitoring and related issues.
Monitor the grant close-out and work with RGFMs on the close-out plan for each grant of National Offices.
Risk Management & Mitigation
Develop Mitigation Plan on High Risks identified in the Riskonnect.
Monitor Grant Audit findings implementation status and dealing how the audit findings are resolved.
Requirements:
3-5 years managerial experience preferably in an international NGO environment or the like
At least 3 years of experience with grants accounting and analysis
Has extensive knowledge and experience in all areas of finance and accounting
Has extensive experience in preparing and analysing accounting and financial reports for internal and external clients
University degree in business, finance or accountancy (CPA preferred but not required)
Excellent skills in people management, time management, problem solving, interpersonal relations, decision-making, and oral and written communication Strong MS Excel skills
Able to effectively communicate with all levels in the organization (verbally and in writing) Excellent multi-tasking and organization aptitudes Strong PowerBI and technical/IT training experience MS Access and MS SharePoint
