Background
The Collaborating, Learning, and Adapting for Improved Development (CLAimDev) activity's purpose is to bolster the capacity of USAID/Philippines to effectively lead and practice collaborating, learning, and adapting (CLA), which has the broader goal of enhancing USAID's development effectiveness. The CLAimDev activity will strengthen the evidence base of USAID/Philippines by implementing select monitoring, evaluation, research, and other analytical tasks to inform key strategic decisions.
Panagora Group, a small business providing novel and integrated solutions in global health and international development, provides long- and short-term professional labor to support strategic engagement and advocacy activities through strategic planning, implementation, and capacity building for the Philippines.
The Health Team of the Collaborating, Learning, and Adapting for Improved Development (CLAimDev) project needs a Deputy Health Program Manager to help manage the implementation of a USAID. Philippines task order on monitoring, evaluation, research, learning, and adapting (MERLA) and collaboration activities.
Principal Duties and Responsibilities
The Deputy Health Program Manager will carry out the following activities:
Supports the CLAimDev Chief of Party, Deputy Chief of Party, and the Activity Management Team (AMT) in program planning, execution, client engagement, and coordination for CLAimDev-Health.
Coordinates the CLAimDev-Health work plan implementation.
Monitors Administration, Finance, Procurement, and general office administration requirement of CLAimDev-Health.
Supports recruitment and supervision of long-term staff and short-term technical consultants for the CLAimDev-Health requirements.
Coordinates and ensures the quality, integrity, timeliness of reports, presentations, and other technical deliverables of CLAimDev-Health in coordination with the senior specialists of the CLAimDev-Health Team.
Reviews and finalizes CLAimDev-Health management meeting notes and other events coordinated by the CLAimDev-Heath Team.
Promotes and plans capacity-building activities for CLAimDev-Health staff.
Requirements
Bachelor's degree or higher degree in management, organizational development, financial management, business administration or related field, or experience equivalent
At least five years of supervisory experience in public or private sector management, administration, and planning; international development and development project management
Demonstrated experience in human resources, recruiting, staff management, and other human resource responsibilities
Demonstrated experience managing complex projects in a multi-cultural environment and providing services in helping clients analyze problems and devise and adopt solutions.
Demonstrated experience in organizational development, management of development programs and/or contracts, and complex financial management systems
Experience in managing public health projects is preferred
USAID experience preferred
Fluency in written and spoken English; fluency in Tagalog preferred
Must be a legal resident of the Philippines
Reports to: During the assignment, the Deputy Health Program Manager will report to the Deputy Chief of Party of CLAimDev.
Level of Effort: This is a full-time position based in Manila, Philippines.
