BACKGROUND AND PURPOSE OF ASSIGNMENT
In 2017, as part of the transformative promise of the 2030 Agenda for Sustainable Development, the United Nations Chief Executives Board of Coordination published the Shared Framework on Leaving No One Behind (LNOB), which depicts rising inequalities and the threat they present to sustainable development. To operationalize this pledge on the country level, the United Nations Sustainable Development Group produced a good practice note for UN Country Teams on LNOB in 2022. In line with this note, the Philippines UNCT, with inputs from WFP, developed an LNOB policy note adapted to the country context. It presents the UNCT approach to addressing inequalities and discrimination, putting an emphasis on those most in need and at risk of being excluded, including but not limited to women and girls, children and youth, older persons, persons with disabilities, indigenous peoples, LGBTIQ+ persons, displaced groups and others.
In preparation for the upcoming Country Strategic Plan that will be developed for a period of 5 years, WFP PHCO will conduct an LNOB analysis to better understand the inequalities and discrimination of specific groups within the country. The outcomes should showcase what WFP is doing for the most vulnerable populations and what concrete steps can be taken to ensure no one is left behind. Concrete recommendations of this analysis will feed into the PHCO's strategy, planning and programming. By conducting an LNOB analysis, PHCO is taking an intersectional approach taking into account the needs of persons with numerous deprivations and the multiple forms of discrimination they might face.
ORGANIZATIONAL CONTEXT
The World Food Programme (WFP) is the world's largest humanitarian agency fighting hunger worldwide, working in more than 80 countries. WFP is well known for its ability to deliver food assistance rapidly to people in need. In order to respond effectively in the challenging contexts in which WFP operates, staff require sound knowledge of the fundamentals of emergency and transition programming, as well as skills in specialized areas. WFP was the recipient of the 2020 Nobel Peace Prize awarded for "...its efforts to combat hunger, for its contribution to bettering conditions for peace in conflict-affected areas and for acting as a driving force in efforts to prevent the use of hunger as a weapon of war".

The WFP Gender Policy 2022 provides three clear objectives and an implementation plan to address the root causes of gender inequalities that affect food security and nutrition.
The Protection Guidance Manual provides an overview of protection in the context of WFP's operations and seeks to guide WFP staff to improve in identifying and responding to protection risks related to WFP programmes.
The WFP Community Engagement Strategy for Accountability to Affected Populations (AAP) 2021-2026 aims to ensure the communities WFP serves are at the centre of its interventions. The strategy aims to do so by proposing activities that can help WFP with AAP and inclusion mainstreaming, operationalization of the AAP framework, and measuring and demonstrating these improvements.
WFP disability inclusion roadmap (2020-2021) aims to support the implementation of the Secretary-General's 2019 United Nations Disability Inclusion Strategy (UNDIS) and WFP's obligations more broadly regarding disability inclusion.
JOB PURPOSE
The Consultant (CST) will develop a Leaving No One Behind (LNOB) analysis for the WFP Philippines office under the Programme unit, that will inform the development of the upcoming Country Strategic Plan (2024 - 2028). By taking a rights-based approach, the analysis will aim to identify the various social, cultural, economic, gender and related norms and structures that impact the risk of certain individuals and communities being excluded from the human development gains of the country and whose marginalization may impact the food security and nutritional needs required to achieve SDG2 (Zero Hunger). The LNOB analysis is the first phase of a two-phased plan. The outcomes and recommendations of this analysis will be used to feed into the second phase, which focuses on drafting an LNOB strategy for the PHCO and develop relevant tools to operationalize the strategy.
The CST will report to the Programme Policy Officer (Climate Change and Gender), working in close coordination with the Head of the Research, Assessment and Monitoring Unit with overall guidance of the Head of Programme and the Deputy Country Director.
KEY ACCOUNTABILITIES (not all-inclusive)
Under the direct supervision of the Programme Policy Officer (Climate Change and Gender), the LNOB CST will be responsible and accountable for: * Analyze and determine how gender, diversity, disability, socio-political, economic, entrenched cultural norms, normative, and environmental factors influence the food security and nutrition of different groups in the country, including children.
Identify how various shocks, such as natural disasters, economic downturn, and COVID-19, have affected, exacerbated and or created new barriers for different population groups, including males and females of different ages and intersecting characteristics such as disability, ethnicity, language, region of origin, labour-status, or other diversities.
Lead focus group discussions and interviews with different groups of beneficiaries ensuring inclusion of community members at risk of discrimination related to their gender, age, ethnicity, disability, profession, sexual orientation, and other factors.
Lead consultations with relevant WFP staff, including management, heads of units, and technical staff.
Engage with external stakeholders, including UN, government and NGOs, as well as civil society organizations, human rights organizations and organizations of persons with disabilities.
Provide tangible and realistic recommendations (including programmatic options) on how to reach and include the populations most at risk of exclusion in achieving SDG2 (Zero Hunger).
Provide an analysis that helps WFP identify who are the populations most at risk of being left behind and who should be considered in the development of the upcoming country strategy.
Perform other related responsibilities as required
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
At least 5 years of postgraduate progressively responsible professional experience in research and analytical work in inclusion, gender equality, or a related field.
Experience conducting LNOB analysis (or similar), and gender/protection risk analysis
Experience working in food security/nutrition related activities.
Has led participatory assessments in countries, including the design, data collection and analysis.
Proven track record and ability to liaise with different groups at different levels including policy makers, grassroots organizations, field workers and technical experts amongst others.
Work experience with governments and in the UN is an asset.
DESIRED KNOWLEDGE AND SKILLS
Excellent interpersonal skills required, including strong professional communication skills.
Excellent command of qualitative methods, data collection, treatment, and analysis required.
Knowledge on gender and protection mainstreaming into projects and programs.
Knowledge of facilitation techniques, preparation of training materials, delivery of training and capacity development of partners and external stakeholders.
Proven ability to write briefs, analytical and guidance documents to a high standard, and to present complex technical information/analysis to technical and non-technical audiences in a simple and easily understandable way.
Advanced computer skills with mastery of Windows and Microsoft Office.
STANDARD MINIMUM QUALIFICATIONS
Education: Advanced degree in Economics, Food Security, Gender, Statistics, Data Science, Public Health/Nutrition, Geography or other related field, or First University degree with additional years of related work experience and/or training/courses.
