1. Project background
The GRAISEA 2 Programme (1 Aug 2018 - 31 July 2023) is a joint initiative led by Oxfam Great Britain, Oxfam Novib, and Oxfam Sweden with funding from development partner the Embassy of Sweden in Bangkok. The programme operates at regional level and in four countries in Southeast Asia (Cambodia, Indonesia, Vietnam and Philippines) and Pakistan. Drawing on progress and lessons from the first phase, GRAISEA 2 aims to transform opportunities for marginalised women and men in the agriculture sector in Asia by acting as a catalyst for the emergence of inclusive value chains and responsible business practices that respect human rights and drive women's economic empowerment and climate resilience.
GRAISEA 2 is working directly with a number of processors, millers and exporters in its countries of operations. We would like to expand our work around influencing the international buyers who buy from them to improve conditions in their value chains.
2. Project Definition
Objective and scope
The goal of the assignment is to analyse and provide guidance on which international buyers are buying goods from the partners (and some potential partners) that GRAISEA is working with at the national level.
This will focus on Vietnam, Cambodia and Indonesia. In Vietnam this would include 10-20 rice millers/ exporters and shrimp processors/ exporters. In Cambodia, this would include several rice millers/ exporters. In Indonesia, this would include 1 to 3 shrimp processors/ exporters. Specifically we would like identified:
Which international buyers are buying from these companies and in what quantities, across the value chain from initial intermediaries to supermarkets
Relevant information around the nature of these relationships that can be easily identified e.g. if continuous or not, use of standards and nature of contracts, how produce is branded, any industry or sector commitment signed by buyers and interest on issues like human rights and climate change relevant to GRAISEA
Guidance based on the consultants experiences on if/ how GRAISEA may want to influence these international buyers.
The ToR states a focus on processors. GRAISEA also works with a large number of producer groups and cooperatives in the countries mentioned. These largely sell to the processors this study focuses on, but also we believe sell to other processors that sell on to international markers. We would welcome a methodology that also includes where produce goes internationally that is not sold via our partner processors. However we recognize this may not be possible in a desk review (see below), and so though it would make a stronger application, it is not a must have.
For methods, we would provide names of companies and current information we have (this could include interviews with GRAISEA staff). We would expect the consultant to then carry out desk based research to find out relevant information i.e. we are not anticipating travel or interviews with our partner businesses themselves.

3. Application detail

4. Award criteria
Knowledge of international agricultural value chains, in particular shrimp and rice
Experience providing detailed assessments of international agricultural value chains
Experience providing similar support to women's economic empowerment/development programs
