Description
A Local Government Unit (LGU) in the Philippines has requested the support of a Peace Corps Response Volunteer (PCRV) to serve as a Coastal Resource Management Specialist. The Local Government and the fishing community under their jurisdiction encounter numerous challenges in their Coastal Resources Management (CRM). The presence of illegal and destructive fishing activities, encroachment of commercial fishers into their municipal waters, deterioration and degradation of habitats due to natural and anthropogenic causes and unregulated fishing efforts have made it more challenging for artisanal fishers to enjoy equitable access and benefits from their coastal and marine resources. This is further compounded by the meager resources of the LGU, including manpower and technical expertise limitations, to effectively manage/implement the CRM program for the protection, rehabilitation and conservation of the municipality's coastal and marine resources with community stakeholders. The Coastal Resource Management activities will continue to be addressed with the presence of a technical expert through a Peace Corps Response Volunteer (PCRV). The idea is to help the municipality capacitate the fisher-folks in their role towards sustainable development and developing or enhancing short and long term Coastal Resource Management Plans. The PCRV is expected to emphasize and reinforce the LGU's preservation, management and protection of the coastal resources in partnership with its constituents.
The Coastal Resource Management Specialist PCRV will be working closely with the Municipal Agriculture Officer and the staff of the LGU. The PCRV will perform, but not limited to, the following activities: lead coastal resource assessment and bio-physical surveys of the municipality's marine protected areas; conduct training of trainers for environmental education; identify education and training needs for community-based organizations on CRM; and facilitate/conduct training to fisher folks/coastal people's organization and fish wardens on Participatory Coastal Resource Assessment (PCRA) and Marine Protected Area (MPA) management using Management Effectiveness Assessment Tool (MEAT) or other monitoring techniques. The overall goal of this assignment is to build the local capacity to manage coastal resources.
Please note that departure dates and other details of this project could change because of the uncertainties as Peace Corps and local partners resume volunteer operations. Candidates selected for this position will be arriving in the Philippines together as a group, so while the departure dates for the whole group could change, dates cannot be changed for individual candidates.

Bachelor's Degree in Marine Biology, Environmental Management or any related courses;
At least two years' of international development work experience;
At least two years' experience in ecosystems or marine habitat assessment and training (corals, sea grass, mangrove and fish);
At least two years' experience in CRM program planning, implementation and capability building activities;
Trained and certified SCUBA diver;
Has Knowledge and skill in Database Management and Information Technology (Word, Excel, Windows); GIS (Manifold) practitioner;
Demonstrated ability to live and work under challenging emotional and physical conditions;
Adaptable to the rural, poor living conditions of a small and remote island;
Excellent people skills with demonstrated flexibility and patience.
