The HRSS Total Rewards Regional Lead for Process Transformation has leadership responsibility to lead the implementation of product transformation strategy for business processes within the
Citi service centers or across incountry operations, that incorporate a unique set of skills or body of knowledge, in support of Global Product Leadership for Total Rewards in the region.
The position holder will drive process improvements and productivity opportunities within Total Rewards and partner closely with multiple key stakeholders to ensure their appropriate prioritization, required sponsorship and timely implementation. Predominant internal stakeholder partners will include (but will not be limited to) the HR/HRSS Global Process Owner/Global Process Lead community, Regional operations and Regional HR partners. External stakeholder partners will include Citigroup's population of Third-Party providers and outsourced service providers (eg. Benefits, Allowances, Relocation, etc.).
Our Total Rewards Process Transformation goals include functionality and operational process improvements, systems enhancements, standardization digitization/ automation and operational control strengthening, ensuring the maximum achievable operational efficiencies across all countries in the region while consistently maintaining full compliance with country and employment tax regulatory requirements.
The role's focus will be on product impacts and on actively partnering with key stakeholders in HR, Finance and Risk amongst others to simplify, standardize and strengthen the business processes and controls that ultimately feed our payroll processing systems and receive their outputs.
Key Responsibilities
The position holder is responsible for:
Total Rewards Process Standardization, Automation and Digitization for Apac in alignment with global standards and Citi requirements.
Identification, prioritization, standardization and implementation of high-impact opportunities including best practices to standardize, automate and drive digitization of data inputs and outputs across Citigroup's Total Rewards operations in the region.
Ensuring that HRSS Total Rewards systems, processes and controls are designed to maximize operational efficiencies while ensuring timely compliance with all applicable regulations;
Develop process change request solution for various operational requirements and support change management requests for operations.
Ensuring that any process changes across the countries are communicated timely to the appropriate Total Rewards functional leads, and that any system functionality, operational process or controls that is impacted by the change is re-defined, tested and modified on a timely basis.
Global Blue-printing: represent Geographic segment to share best practices and recommendation on Process design in consultation with Global Product Leadership. Partnering with Global Strategy and Reengineering, Global Payroll Strategy on various transformation projects and vendor migration projects. Provide input to testing plans and vendor strategies.
Identify potential risks for location strategies, process centralization in the CSCs,
Provide process design, operating model alignment to project team for processes to be migrated to key strategic centers/ CSCs.
Partnering with Citi Risk & Compliance Governance functions in the operational risk management and automated/ controls design of HRSS Total Rewards Key Operational risk metrics and reviewing, enhancing and monitoring the global HRSS Total Rewards operational metrics and risk metrics framework to ensure that all KRI targets are consistently met.
Design and maintain operational Performance dashboard for Total Rewards Regional Monthly Operations Review.
Implement a capacity model and data analytics on operational volumes and time capture and drive a more efficient workforce management strategy. Optimize resource capacity particularly during peak cycles including year-end activities.
Implement and drive operational resiliency strategy across CSCs and best-practices/ lessons learned sharing.
Develop more product SMEs and design process specific training materials and partner with Vendors/ Training consultants for functional trainings of Total Rewards operations team. Identify skills gaps, and initiate training/recruitment/planning to address operational breakages and issues.
The position scope is regional.
The HRSS Total Rewards Transformation Lead has joint accountability with the respective Total Rewards Regional and Functional leads to ensure annual productivity targets are met. Continuously drive process improvements/ digitization and maximize outsourcing opportunities with external/ Third party providers.
The targeted outcomes from a successfully executed regional Total Rewards Transformation initiative include:
Meeting if not exceeding Annual Productivity targets for Total Rewards
A marked year-on-year reduction in Citigroup's inventory of manual Total Rewards processes
An increase in the percentage of Total Rewards data elements processed through automated data integration files
Annual improvements in Straight Through Processing rates for various Total Rewards process in region.
Reduced volumes of payroll and benefits and other Total Rewards process inputs processed via EIB uploads, achieved through, for example, the increased utilization of Compensation Plans
Enhanced data quality controls embedded and executed in upstream business processes that ensure that payroll-impacting data quality errors (including missing data elements) are identified and remediated in advance of pay cycle processing.
Reduction of Fire-drills- Major Incidents and breakages thru enhanced process documentations, effective and efficient controls design and functional trainings.
Stronger bench of talent and product SMEs
Improved Cross-country/ cross-CSC synergy, knowledge-sharing and resiliency (ie. Cross-CSC trainings and back-up / COB support) between Dalian and Manila CSC.
Skills and qualifications
Minimum 15+ years of experience, including 10+ years' operations management experience in any of Total rewards processes.
Significant change program management experience, with a demonstrated track record of partnering with a wide range of stakeholders to gain alignment on strategic objectives and to deliver targeted changes timely.
Strong innovation, automations and reengineering mindset
Influencing and negotiation skills; able to facilitate a diverse set of senior executives to drive convergence to a common set of priorities and standards across Businesses
Excellent verbal and written communication skills to deal with multiple stakeholders, at various levels internally and externally to Citi.
Demonstrated people and thought leadership, managerial and interpersonal skills
Ability to manage effectively in a matrixed and ambiguous environment
Detailed and highly organized with advanced analytical skills; able to multi-task and set priorities
Ability to navigate through the global and regional framework, handle conflicting priorities and goals
Appropriately assess risk when business decisions are made, demonstrating particular consideration for the firm's reputation and safeguarding Citigroup, its clients and assets
Demonstrated experience in the management of regional payroll and benefits operations and or other related Total Rewards processes
Familiarity with payroll systems environments
Strong facilitation, negotiation and influencing skills
Demonstrated drive, integrity, good judgment, adaptability, creativity, self-awareness and ability to multi-task and prioritize.
Education: Bachelor's/University degree, Master's degree or Six Sigma Certification is an advantage
