We need an Engineer who will:
Take charge of guiding Homeowners and Contractors on all the rules, guidelines & restrictions covering construction/renovation.
Implement and enforce compliance with the rules, guidelines & the Deed of Restrictions.
Lead in the coordination and supervision of in-house and/or outsourced service providers for various projects.
Handle the responsibilities of a Pollution Control Officer
Act as the Officer in Charge of Village matters when the CEO is unavailable.
Qualifications
Candidates in Engineering (Industrial), Engineering (Mechanical), Engineering (Others), or equivalent are also welcome to apply
Must eventually become certified as a Pollution Control Officer (PCO)(ideal candidate should already be a PCO)
Minimum of 3 (ideally 5) years of working experience
Required Skill(s): Proactive; high attention to detail; multitasker; quick mover; experience in project management; creative, adapt to change quickly, ability to deal with varying personalities and social classes
Knowledge Base
Master the Village Deed of Restrictions, design guidelines, specifications & construction guidelines.
Able to read and understand all types of plans (structural, electrical, plumbing, etc.)
Able to draw engineering construction with AutoCAD (or equivalent) when it comes to perspectives, schematics, etc.
Become familiar and should continually be updated with all local, municipal, gov't regulations covering construction
General Responsibilities
Review, correct, recommend and approve all construction project-type plans per the construction guidelines and DoR per district.
To issue and handle all ASV-related construction permits
To ensure submission of all required documentation including those at the barangay/municipal level
To coordinate with the Billing/Acctg. Asst. to confirm that all bonds are in place
Monitor and certify the construction completion of all residences (final inspection)
Conduct pre-construction briefings
Conduct regular visits to assess all construction projects, and act swiftly on all concerns regarding safety and construction violations
Conduct multi-stage inspection based on the benchmarks per project type
Personally look into any reported construction/deed of restriction violations and act accordingly
Must keep detailed and updated records of issues per Homeowner as it covers construction and DoR violations and provide updated reports to the Construction Comm./BoD every month
Should keep track of each issue until resolved at end-of-day otherwise must be followed and determined by the next day. If not, should then elevate such to the CEO
Issue Notice of Violations for any violation and track such according.
Issue Construction related permits and clearances
Prepare and issue Stop Work Orders (SWO) for DoR violations and coordinate with Security on the execution and lifting of such (once rectification is underway)
Educate and work with Security (the enforcement arm) on enforcing the guidelines covering the pre-construction and construction phase
Prepare, handle, and supervise the preventive maintenance plan for the Village
Dealing with External Parties
Develop contacts and have updated numbers of government agencies (dealing with construction-related issues/permits in Las Pinas and Bacoor municipalities), external service providers (land survey firms amongst others)
Be able to obtain from these gov't offices updated information and details including forms on external local/municipal requirements for Homeowners and Contractors
Flexible, cordial but firm in dealing with contractors, architects, construction personnel, foreman, supervisors, etc.
Administrative Matters. When necessary recommend changes in Construction Guidelines including but not limited to process, timelines, penalties, fines & forms to make it more efficient and customer friendly without sacrificing control or creating additional or undue risk.
