QUALIFICATION GUIDELINES:
Education: Bachelor's Degree in Accountancy Certified Public Accountant
Experience: 5 Months, preferably in Treasury Operations
Special Skills: Knowledge in Treasury and bank products /instruments; Analytical, planning, and problem-solving skills; Attentive to details; Good interpersonal skills; Excellent oral and written communication skills; Proficiency in MS Applications and SAP
DUTIES AND RESPONSIBILITIES:
Treasury Operations
Analyze Treasury transactions and report the daily cash position of the company
Analyze economic trends, market interest rates, and investment opportunities and facilitate investment transactions that optimizes return on investment of idle company funds
Analyze, report, and strategize on the performance of company investments versus targets
Analyze and evaluate available financing options to fund project activities and recommend best financing option
Analyze peso and dollar market trends and facilitate sale or purchase of foreign currency, as necessary
Analyze and review the terms and conditions of letters of credit (LC) and other guarantees to ensure compliance with the provisions of the agreement and facilitate LC opening, negotiation, and amendment transactions
Review and endorse for approval LC negotiation documents relative to oil trading
Perform validation of corporate checks and other disbursements for bank clearing
Analyze Financial Statement and Fund Performance Report submitted by Trustees of Funds and ensure compliance with the agreed terms and conditions of the Trust Agreement
Facilitate quarterly Funds Performance Reports by Trustees of Funds
Analyze and summarize daily Treasury activities needed for the Cost Allocation Report
Perform liaison duties with banks and COA
Facilitate payment of dividends to the BTr
Facilitate and endorse computation of dividends payable to Class B public stockholders
Proofread dividend checks payable to Class B public stockholders
Establish and/or renew the company's credit line facilities
Facilitate fidelity bonding of accountable officers with the Bureau of the Treasury
Risk Management
Monitor fluctuations in currency exchange rates, its effect on the company's assets and recommend strategies to mitigate foreign exchange losses
Monitor market conditions to optimize returns on investment of idle or surplus funds
Review and understand the terms and conditions of Letters of Credit and or Bank Guaranty and ensure that it is to the benefit of the company
Ensure timely and accurate processing of Treasury transactions to avoid penalties and charges
Cross-Functional Performance
Coordinate with proponents on matters regarding the opening or accepting Letters of Credit and or other guarantees
Coordinate with proponents with regard to drafting of terms and conditions and application for a standby letter of credit as a security for bid/performance
Maintain good relationship with counterparts in depository banks, other bank service providers, vendors and clients' finance groups and related government agencies
Reporting
Ensure accurate and timely submission of the Daily Cash Position Report and Weekly Treasury Outlook
Ensure accurate and timely submission of monthly reports such as Cash and Placements Balances, Interest Income, Cost Allocation, and COA reports
Ensure that Funds Performance Report is submitted on time
Ensure that loan utilization/drawdown and loan payments are reported accurately and on time
Analyze company fund performance against target and report to superior relevant deviation
Continuous Improvement
Keep abreast with updates on Bureau of Internal Revenues, Commission on Audit rules and regulations, circulars as well as financial tools and software, among others
Participate in Continuing Professional Development seminars as required by the Board of Accountancy
Perform other necessary and related tasks for the achievement of the unit and organization's goals.
