Background
The Collaborating, Learning and Adapting for Improved Development (CLAimDev) activity's purpose is to bolster the capacity of USAID/Philippines to effectively lead and practice collaborating, learning and adapting (CLA), which has the broader goal of enhancing USAID's development effectiveness. The CLAimDev activity will strengthen the evidence base of USAID/Philippines by implementing select monitoring, evaluation, research, and other analytical tasks to inform key strategic decisions.
Panagora Group, a small business providing novel and integrated solutions in global health and international development, provides long- and short-term professional labor to support strategic engagement and advocacy activities through strategic planning, implementation, and capacity building for the Philippines.
Panagora Group seeks a Third-Party Monitoring and Data Quality Manager to provide support for monitoring and evaluation-related activities in the USAID Mission/PHI with activity office based in Mindanao.
Duties and Responsibilities
Support USAID with third-party monitoring and third-party data validation services throughout the program cycle.
Support the USAID in the conduct of Data Quality Assessment (DQA)
Directly responsible for the detailed planning of all key monitoring, verification and reporting work processes from pre-deployment, through data collection and field work to post-deployment and reporting
Develop USAID performance review process that will promote delicate balance between maintaining the TPM's independence, and developing a productive and collaborative relationship with the implementer partners and stakeholders
Timely and substantive review and finalization of monitoring, verification and reporting deliverables and reports for submission to USAID, ensuring that they meet USAID quality standards.
Directly responsible for ensuring that monitoring, verification and reporting processes are executed in accordance with established protocols and guidelines, and USAID standards
Manage the work of and provide guidance to service providers in the conduct of TPM/TPDV services.
Support preparation of evaluation or third-party monitoring data for submission to the USAID Development Data Library (DDL)
Conduct site visits and data quality assessments.
Ensure the accuracy, consistency, and completeness of data.
Requirements
Bachelor's degree in the social sciences or related disciplines is required.
At least ten (10) years of professional experience on field work on data gathering, verification and analysis in economic, social, and technical aspects of development projects.
Familiarity with USAID and international development programming required
Ability to supervise, lead and manage work on data gathering and storage, data analysis, data verification (using related application softwares)
Willingness and ability to work as part of a team.
USAID-related experience a plus.
Must reside in Mindanao and willing to travel in Mindanao and other areas nationwide, as well as Metro Manila.
Excellent English communication skills, both written and oral.
Open to Filipino nationals only.

Level of Effort: This is a full-time position based in Mindanao, Philippines.
