Technical Specialist - Disease Diagnostics

Ready to put your disease diagnostics expertise to work with a program intended to enhance interagency systems, capabilities and capacities of the Government of the Republic of the Philippines (GPH) to prevent, detect, report, respond, and secure especially dangerous pathogens (EDPs) and chemicals of security concern (CoSC)? Parsons is seeking a Technical Specialist to serve as a Subject Matter Expert (SME) in support of the US Government's Department of Defense (DOD) Threat Reduction Agency's (DTRA) Cooperative Threat Reduction (CTR) Biological Threat Reduction Program (BTRP). The Technical Specialist - Disease Diagnostics will assist with the development and implementation of the BTRP mission in the Philippines to include assessments, training, evaluation, and technical design and construction reviews. The Technical Specialist - Biosafety reports directly to the Project Manager (PM) and works with other team members to facilitate integration, resources, and cost-effective solutions for BTRP efforts. This position can be located in the Philippines or through virtual assistance with site assistance visits to the Philippines.
Responsibilities:
Participate in-country assessments and analyses of historical documentation and facility activities with focus on disease diagnostics
Support the procurement, delivery, assembly, installation, testing, sustainment planning, certification, initial Operations & Maintenance (O&M) training, and operational turn over of needed equipment, consumables, supplies, tools and materials relative to disease diagnostics under the BTRP for supported facilities
Participate in facility design and provide expertise during construction and renovations relative to U.S. and Philippines national laws, standards, codes, regulations, and best practices for disease diagnostics
Conduct needs/gap assessments of training materials, tools, methodology, instructor capability, and organizational training system with focus on disease diagnostics
Develop and deliver training to address needs and gaps in existing program to include train the trainer instruction in the area of disease diagnostics
Contribute to the planning and implementation of O&M related lifecycle and logistics support for the sustainment and transition of products, services, equipment, and products/deliverables developed under the BTRP relative to disease diagnostics
Serve as evaluator or facilitator during training activities to include table-top or field drill and exercise with focus on disease diagnostics
Coordinate workshop presentations and attendance with key members from stakeholder organizations with focus on disease diagnostics
Evaluate and trains laboratory personnel in procedures of testing, equipment, safety and quality control
Identify trends in surveillance data and designing proper laboratory support for appropriate disease diagnostics in laboratory setting
Recommend changes to protocols and research standard operating procedures as needed
Assist with the implementation of additional research and disease surveillance, reporting, and response system efforts in support of BTRP
Attend meetings between Parsons, US Government, sub-contractors, site recipient representatives, and others as may be required
Other duties as assigned
Education/Experience:
Minimum of BA or BS degree in biological sciences or public health
Minimum of 5-7 years of experience with working in a clinical, public health or animal diagnostic laboratory and in communicating with multiple and diverse audience is preferred.
Experience with US biodefense research or policy and with international work; perform research, conduct interviews and assessments related to animal health systems and programs, including medical practice and diagnosis of dangerous infectious disease, veterinary infrastructure, human resources, and laws and regulations
Certification from American Society for Clinical Pathology (SCP) or other laboratory science professional certifications
American Society for Clinical Pathology (ACSP) certification or equivalency preferred.
Prior experience with CAP accreditation processes preferred
