Job Description:
Overview
The USAID-assisted Energy Secure Philippines (ESP) Activity aims to assist the Philippine Government in pursuing development in the power sector. It has the three-fold objective of improving the performance of electric utilities, increasing the deployment of advanced energy sources and systems, and enhancing the competitive selection process in the energy sector.
USAID ESP is seeking qualified technical experts to study the options for the renewal of electric distribution utilities' franchise.
Responsibilities
The following activities will be undertaken in the proposed study:
1. Analysis of international experience of privatized distribution utilities, which may include governance, regulatory and competition frameworks.
2. Analysis of domestic regulations and competition issues that impinge on the operation of a DU with focus on:
a. extent economies of scale in distribution over the franchise area, and
b. the extent of possible monopsony power of a big distribution utility over purchase of generated electricity.
3. Recommendation on options and consequences of new franchise models, which may include-but is not limited to:
a. renewal of the DU's franchise
b. breaking up the franchise area to separate markets, etc.
4. Recommendation of key policy reforms needed.
5. Articulate to stakeholders the findings of the study.
Deliverables:
1. Policy research paper
2. Presentation to Department of Energy or in other public fora
Level of Effort (LOE): 8 months
Qualifications
PhD degree in economics, engineering, finance, or a related field and 5 years of related professional experience
