Job Title: Talent Acquisition Lead
Reports to: HR Manager
Job Summary: Lead the development, implementation and management of sourcing and recruitment strategies, initiatives and operations that will help ensure the Agency maintain a robust talent pipeline, hire the best-fit talents that will enrich the culture, and drive the growth and success of the Agency.
Key Result Areas
Data and Insight-driven Talent Sourcing
Develop a targeted sourcing and recruitment plan by leveraging the Agency's research and branding capabilities
Develop and deliver employer branding recommendations based on data and insights
Develop and implement industry-nuanced sourcing initiatives that will help attract top and best-fit talents
Identify and maximize effective sourcing channels
Develop and maintain effective relevant partnerships within and outside the industry to help create initiatives that will maintain/enhance employer branding and talent pipeline:
Internship/Near-Hire Programs
Industry/Career Talks
Competency and Culture-based Talent Screening and Selection
Develop and implement systems, tools and processes that enable effective competency and culture-based talent screening and selection such as but not limited to the following:
Core values and core competencies-based interview guides
Predictive talent compatibility assessments
MSHRC matrix
Calibrations with Hiring Managers and business leaders
Streamlined Talent Acquisition and Onboarding Processes
Develop and implement sourcing and recruitment process improvements that leverage on best practices and technology
Work with the HR Services team to ensure a positive onboarding experience for new joiners
Work with the HR Manager in distributing recruitment assignments across the HR team
Develop systems, tools and programs that will ensure compliance among stakeholders to regulatory requirements, and agency and network policies and procedures
Develop, and deliver insightful talent acquisition and other related reports that will enable the leadership team make the best informed decisions for the business:
Hiring Efficiency and Effectiveness
Sourcing channel effectiveness
Others
Perform other HR/organizational tasks as assigned
Prepare relevant financial and budgetary reporting requirements
Required Skills
Required Minimum Skills and Experience: * Experience on sourcing and recruitment for leadership-level, sales and client management roles
Development, presentation and implementation of data and insight-driven Sourcing and Recruitment Strategies
Implementation, management, and analysis of candidate assessments and results
Direct interface and working relationship with senior Business Leaders
Project Management
Preferential Skills and Competencies * Experience in developing and delivering Hiring Manager Certifications programs for competency and behavior-based interviewing techniques
Experience in developing and managing Near-Hire programs
Experience in developing and pursuing external partnerships for sourcing and recruitment interventions
Required Experience
Years of Experience and Educational Background: * At least 5 years of progressive experience in Talent Sourcing and Acquisition
College Graduate of Bachelor's degree in Psychology, Behavioral Science, or any related degree / program
Professional Certification in Talent Acquisition or in General Human Resource an advantage
Required Minimum Skills and Experience: * Experience on sourcing and recruitment for leadership-level, sales and client management roles
