Chimera Enterprises International is seeking a Strategic Planning Analyst for Manned Airborne ISR Platforms to support the Office of the Under Secretary of Defense for Intelligence and Security.
This position requires a Top Secret/ Sensitive Compartmented Information (SCI) clearance.
Responsibilities may include but are not limited to:
Support the development and review of intelligence plans, programs, and budgets for compliance with broad policy guidance.
Perform technical studies and analyses, document reviews, and budgetary reviews related to SIGINT systems, architectures, and requirements, including participating with the Office of the Director of National Intelligence (ODNI), OUSD(A&S), and the Joint Staff in review of SIGINT requirements, goals, and capability acquisitions.
Provide support for resource management aspects of the annual PPBE cycle as it relates to the MIP, BA portfolio, and Defense ISR capabilities.
Analyze, and evaluate specific program, budget, and technical requirements data and ensure appropriate issues are identified and recommendations made.
Prepare Program and Budget Review issue papers, review Deputy Secretary of Defense (DEPSECDEF) Resource Management Decisions, Director of National Intelligence Decision Documents, and DoD/DNI Decision Documents for impact to the MIP programs.
Support, and, as required, facilitate execution reviews, summarize status, and make recommendations to leadership concerning realignments or reprioritizations of MIP funds.
Assist the government with the implementation of apportionment restrictions as well as standard and specific programmatic reductions levied by the Office of Management and Budget (OMB), Congress, OUSD(Comptroller), or OUSD(I&S).
Provide dedicated resource analysis and tracking of the MIP and Security Program issues to ensure compliance, linkage and alignment across the Department and IC.
Conduct research and funding reviews and submit analytical recommendations for MIP and NIP, as well as "other" BA-related capabilities to support various requests and inquiries for data and analysis from internal and external, including congressional, GAO and other tasks.
Assist the government with the implementation of apportionment restrictions as well as standard and specific programmatic reductions levied by the Office of Management and Budget (OMB), Congress, OUSD(Comptroller), or OUSD(I&S).
Required:
Master's degree
15 years of experience of which a minimum of six years must be specialized in systems design and analysis, functional requirements analysis, or modeling.
10 years of experience in Manned Aircraft System ISR architecture including platforms, sensors, datalinks, and the associated data processing.
Preferred:
10 years of experience analyzing in the intelligence disciplines of SIGINT, GEOINT, IMINT and MASINT.
10 years of experience developing, providing analysis, and writing reports of operational, programmatic, financial, and technical information.
10 years of experience developing senior level communications, skilled in briefing senior officials and staffs.
8-10 years of experience working with critical ad hoc tasks with short time suspense and minimal guidance.
10 years of experience analyzing the major Intelligence Surveillance and Reconnaissance systems, programs, and initiatives.
6-8 years of experience working with the Joint Capabilities Integration and Development System (JCIDS) process.
8-10 years of experience working with the defense acquisition management system and DoD Inst 5000.2.
8-10 years of experience working with the DoD Planning, Programming, Budgeting and Execution (PPBE) system
10-15 years of experience working with the functions of the OSD and its relationship to Services, the Joint Staff, the Unified Commands, ODNI, and other intelligence communities.
15 years of experience in AISR operations (Pilot/WSO/NFO/Intel, etc.).
Military experience.
