Background
The Collaborating, Learning, and Adapting for Improved Development (CLAimDev) activity's purpose is to bolster the capacity of USAID/Philippines to effectively lead and practice collaborating, learning, and adapting (CLA), which has the broader goal of enhancing USAID's development effectiveness. The CLAimDev activity will strengthen the evidence base of USAID/Philippines by implementing select monitoring, evaluation, research, and other analytical tasks to inform key strategic decisions.
Panagora Group, a small business providing novel and integrated solutions in global health and international development, provides long- and short-term professional labor to support strategic engagement and advocacy activities through strategic planning, implementation, and capacity building for the Philippines.
Panagora Group seeks a Technical Specialist - Professional Development to support the performance evaluation of the activity Advancing Basic Education in the Philippines (ABC+) in Manila City, Philippines.
Duties and Responsibilities
Serve as co-evaluator and work closely with the team leader to implement the work plan and data analysis of all the components of the evaluation
Work with team members and complement each other in exploring the synergies of the three IRs of ABC+ and its contribution to the goal of "Improved Learner Outcomes in Reading, Math, and SEL."
Support the evaluation team leader with inputs on the development of the evaluation plan, design and conduct of the focus group discussions, key informant interviews, and surveys
Support the evaluation advisor - team leader in working together with the other members of the evaluation team
Requirements
At least a Master's degree in education or related disciplines is required
Familiarity with USAID and international development programming required
Professional with expertise in professional development, including teacher training, curriculum development, and research on instructional delivery in early grades (K-3) with expertise in:
mathematics
socioemotional learning
mother tongue reading materials
gender equality and social inclusion (GESI)
At least seven (7) years of experience in a relevant discipline is preferred.
Evaluation experience is strongly preferred.
Strong background and proven expertise in conducting evaluations of development assistance and programs/projects
Willingness and ability to work together as part of a team.
Demonstrated knowledge of monitoring and evaluation systems.
Excellent English communication skills, both written and oral
Sample studies or published work maybe requested from candidates
Reports to: Senior Monitoring and Evaluation (M&E) Specialist of CLAimDev, with the guidance of the Chief of Party (COP)
Level of Effort: This is a part-time position based in Manila City, Philippines.
