Job Description:
Background
The Collaborating, Learning, and Adapting for Improved Development (CLAimDev) activity's purpose is to bolster the capacity of USAID/Philippines to effectively lead and practice collaborating, learning, and adapting (CLA), which has the broader goal of enhancing USAID's development effectiveness. The CLAimDev activity will strengthen the evidence base of USAID/Philippines by implementing select monitoring, evaluation, research, and other analytical tasks to inform key strategic decisions. CLAimDev will also conduct evaluations, research, assessments, and third-party monitoring and verification tasks in geographically diverse areas in the Philippines.
Panagora Group, a small business providing novel and integrated solutions in global health and international development, provides long- and short-term professional labor to support strategic engagement and advocacy activities through strategic planning, implementation, and capacity building for the Philippines.
Panagora Group seeks technical Sector Specialists to conduct Political Economy Analysis (PEA) for the Philippines, one each for the following sectors: (1) Higher Education, (2) Basic Education, (3) Environment, (4) Energy, (5) Economic Growth, and (6) Democracy, Human Rights, and Governance. Panagora will consider applicants nationwide and encourages applicants from the National Capital Region.
Duties and Responsibilities
Conduct a rapid assessment of the political economy for the Philippines Sector of specialization in relation to its recent key accomplishments, challenges, and strategic priorities.
Conduct a literature review with an initial analysis.
Produce initial draft research agenda and proposed research questions/interview guide.
Hold an applied PEA workshop to finalize the research agenda and questions.
Conduct field research.
Analyze and synthesize data.
Brief mission and technical office leadership on preliminary findings and discuss implications.
Report on preliminary baseline findings.
Work with other sector specialists to determine connection/relationship with their respective PEA findings.
Prepare final report.
Perform related tasks as maybe assigned.
Requirements
Professionals with expertise in the following fields:
Higher Education
Basic Education
Environment
Energy
Economic Growth
Democracy, Human Rights, and Governance
At least seven (7) years of experience in a relevant discipline is preferred.
At least a Master's degree in social sciences or related disciplines.
Professional with expertise/knowledge of Sector policy issues, challenges, and prospects; knowledge of PEA/stakeholder analysis.
Demonstrated technical writing skills and excellent English communication skills
Knowledge of research methods, approaches, and technologies.
Functional knowledge of relevant data processing, analysis, and presentation software is an advantage (e.g., SPSS, NVivo, Tableau)
Willingness and ability to work together as part of a team.
Sample studies or published work maybe requested from candidates
Reports to: The CLAimDev Chief of Party or his/her designee.
Level of Effort: This is a short-term part-time position based in the Philippines.
