Background
Panagora Group seeks a geo-mapping, data consolidation and visualization consultant for our existing contract with USAID/Philippines, Collaborating, Learning, and Adapting for Improved Health (CLAimHealth). The purpose of USAID/Philippines' Health Project is Improved Health for Underserved Filipinos. The underlying theory or hypothesis of the Health Project is that strengthening some functions of the health system will contribute to the health of underserved Filipinos and the overall health profile of the country will improve. By addressing the needs of the individual, the quality and the equity of services as well as their affordability and sustainability, underserved Filipinos will be able to develop and maintain health behaviors and seek and receive quality health care.

The geo-mapping, data consolidation and visualization consultant will support the CLAimHealth M&E Team to assess and develop web-based information system solutions that will consolidate, map and visualize sites, interventions, and performance indicators of the Health Project related to programs in tuberculosis (TB), family planning (FP), adolescent reproductive health (ARH), community-based drug rehabilitation (CBDR), and health systems strengthening (HSS).
Duties and Responsibilities
Coordinate with key stakeholders to assess web-based information system needs and propose solution/s.
Develop workplan and timeline for full implementation (development/customization) of proposed information system solution, including revisions to proposed solution to address feedback on prototypes.
Recommend software applications to use and/or develop open source-based applications.
Propose and present interim and inter-operable data consolidation, mapping, and visualization web-based solutions for Health Project performance indicators on FP, TB, ARH, CBDR, and HSS.
Implement, solicit feedback, and revise interactive prototype system/s of proposed solutions for geo-mapping, data consolidation, and data visualization (data dashboard and quick report charts) of Health Project performance indicators on FP, TB, ARH, CBDR, and HSS.
Migrate existing data and activate dashboard functionalities.
Create quick reports for remaining HP performance indicators.
Develop and test training modules, FAQs, and Quick Guide user manuals.
Train/orient users of the developed/customized solutions.
Reports to: The geo-mapping, data consolidation and visualization consultant will report to the Senior Monitoring and Evaluation Specialist.
Level of Effort: This is a part-time position from February 8, 2021 to September 30, 2021. based in Manila, Philippines.
Requirements
Bachelor of Science degree, in computer science, data science, management information system or related field. Master's degree preferred.
Minimum five years of related information management, GIS, and data visualization design experience.
Knowledge in free geographic software such as: QGIS, geoserver, openlayer, and leaflayer.
Excellent reporting and writing skills, required.
Fluency in English, both verbal and written, required.
Prior experience working on USAID-funded projects strongly preferred.
Experience with PyQGIS, Python and Javascript, preferred.
Agile software development methodology practitioner, preferred.
Must be located in the Philippines.
