Background:
The Collaborating, Learning and Adapting for Improved Development (CLAimDev) activity's purpose is to bolster the capacity of USAID/Philippines to effectively lead and practice collaborating, learning, and adapting (CLA), which has the broader goal of enhancing USAID's development effectiveness. The CLAimDev activity will strengthen the evidence base of USAID/Philippines by implementing select monitoring, evaluation, research, and other analytical tasks to inform key strategic decisions. CLAimDev will also conduct evaluations, research, assessments, and third-party monitoring and verification tasks in geographically diverse areas in the Philippines.
Panagora Group, a small business providing novel and integrated solutions in global health and international development, provides long- and short-term professional labor to support strategic engagement and advocacy activities through strategic planning, implementation, and capacity building for the Philippines.
Panagora Group seeks a Gender Advisor to serve as Resource Person in the development of a tool and guide for the strategic review of Gender and Social Inclusion (GSI) Analysis/Plans of USAID implementing partners. The Gender Advisor will serve as technical consultant and primarily responsible in the following: 1) provision of resource materials, specifically existing USAID tools and guidance, and international best practices; 2) provision of inputs in the development of the analytical tool and process guide; and 3) ensuring compliance and adherence with USAID standards in developing gender-specific analytical and assessment tools. The estimated level of effort is 10 days, intermittent, from March 1-31, 2022.
Duties and Responsibilities:
Serve as Resource Person and will work closely with the CLAimDev in developing a standard tool and guide to review the GSI analyses of USAID implementing partners
Provide relevant resource materials related to GSI analyses of USAID initiatives
Provide expert guidance and inputs in the development of the GSI review tool/ template together with the accompanying process guide (e.g., how-to-note)
Review the draft tool and guide to ensure compliance and adherence with USAID standards and requirements
Provide guidance in incorporating USAID feedback on the draft tool and guide and oversee its finalization until acceptance by USAID.
Requirements
Professionals with expertise in gender and social inclusion as a cross-cutting theme of a country development strategy
Research/evaluation experience is strongly preferred
Demonstrated knowledge of monitoring and evaluation systems
Demonstrated rigorous, analytical, and technical writing skills with gender lens or perspective
At least seven (7) years' experience in a relevant discipline is preferred.
At least a Master's degree in social sciences or related disciplines is required.
Willingness and ability to work together as part of a team.
Excellent English communication skills, both written and oral. Sample studies or published work may be requested from candidates.
Reports to: The CLAimDev Senior Monitoring and Evaluation (M&E) Specialist
Level of Effort: This is a short-term position based in the Philippines.
