Job Description:
Background
The Collaborating, Learning, and Adapting for Improved Development (CLAimDev) activity's purpose is to bolster the capacity of USAID/Philippines to effectively lead and practice collaborating, learning, and adapting (CLA), which has the broader goal of enhancing USAID's development effectiveness. The CLAimDev activity will strengthen the evidence base of USAID/Philippines by implementing select monitoring, evaluation, research, and other analytical tasks to inform key strategic decisions.
Panagora Group, a small business providing novel and integrated solutions in global health and international development, provides long- and short-term professional labor to support strategic engagement and advocacy activities through strategic planning, implementation, and capacity building for the Philippines.
Panagora Group seeks three (3) Field Regional Assistants to assist the evaluation team in the performance evaluation of the activity Safewater covering watershed areas in Sarangani, Negros Occidental, and Palawan and corresponding water supply service localities.
Duties and Responsibilities
Support data collection at the field level, in regions covered by the Evaluation Team, in compliance with national and local limitations on travel and face-to-face interactions.
Serve as a liaison between the Manila-based evaluation advisors and specialists and the regional activity offices, stakeholders, and information sources.
Support the evaluation team leader in working together with the other members of the evaluation team.
Support the evaluation team leader with inputs on developing the evaluation plan, design, and conduct of the focus group discussions, key informant interviews, and surveys.
Requirements
At least a Master's degree in the social sciences or related disciplines is preferred.
Familiarity with USAID and international development programming preferred
Evaluation, water resource, and watershed/natural resource management professionals with at least five (5) years of experience
Willingness and ability to work together as part of a team
Excellent English communication skills, both written and oral
Sample studies or published work may be requested from candidates
Basic knowledge in qualitative data analysis is an advantage
Reports to: Senior Monitoring and Evaluation (M&E) Specialist of CLAimDev, with the guidance of the Chief of Party (COP)
Level of Effort: This is a short-term position based in the Philippines (Sarangani, Negros Occidental, or Palawan).
