Background
The Collaborating, Learning and Adapting for Improved Development (CLAimDev) activity's purpose is to bolster the capacity of USAID/Philippines to effectively lead and practice collaborating, learning and adapting (CLA), which has the broader goal of enhancing USAID's development effectiveness. The CLAimDev activity will strengthen the evidence base of USAID/Philippines by implementing select monitoring, evaluation, research, and other analytical tasks to inform key strategic decisions. CLAimDev will also conduct evaluations, research, assessments, and third-party monitoring and verification tasks in geographically diverse areas in the Philippines.
Panagora Group, a small business providing novel and integrated solutions in global health and international development, provides long- and short-term professional labor to support strategic engagement and advocacy activities through strategic planning, implementation, and capacity building for the Philippines.
Panagora Group seeks an Evaluation Advisor who will be primarily responsible in overseeing the entire conduct of the evaluation task, ensuring the completion of deliverables in a timely manner, and in form and substance acceptable to USAID.
Duties and Responsibilities
Serves as Team Leader, lead evaluator, primary coordinator, and oversees all aspects of the evaluation, under the supervision of the Principal Investigator
Manages the evaluation team's activities and ensures that the workplan is implemented in a timely manner
Ensures the overall technical soundness of the evaluation design including methodologies, instruments, and analysis
Primarily responsible for drafting and revising all evaluation deliverables for the Principal Investigator's review
Ensures the completion of deliverables according to evaluation standards and requirements, as well as compliance with applicable USAID policies and procedures
Requirements
Evaluation professional with at least ten (10) years of experience of conducting evaluation studies, having served as a Team Leader on at least three USAID program or activity evaluations and participated as a Team Member on at least five USAID program or activity evaluations.
A Master's degree in the social sciences or related disciplines is required.
Ability to write message driven evaluation reports.
Proven ability to lead and manage project evaluation teams.
Willingness and ability to work together as part of a team.
Excellent English communication skills, both written and oral. Evaluation reports drafted by candidates may be requested.
Reports to: The CLAimDev Chief of Party and Senior Monitoring and Evaluation (M&E) Specialist (Principal Investigator)
Level of Effort: This is a short-term position based in the Philippines.
