Background
The Collaborating, Learning and Adapting for Improved Development (CLAimDev) activity's purpose is to bolster the capacity of USAID/Philippines to effectively lead and practice collaborating, learning and adapting (CLA), which has the broader goal of enhancing USAID's development effectiveness. The CLAimDev activity will strengthen the evidence base of USAID/Philippines by implementing select monitoring, evaluation, research, and other analytical tasks to inform key strategic decisions.
Panagora Group, a small business providing novel and integrated solutions in global health and international development, provides long- and short-term professional labor to support strategic engagement and advocacy activities through strategic planning, implementation, and capacity building for the Philippines.
Panagora Group seeks a Technical Specialist to conduct an Evaluability Assessment (EA) for an ongoing project on watershed management and water supply. The results of the EA shall inform the Mission's decision on the most appropriate and feasible type(s) of external evaluation taking into consideration Safewater's design, implementation, and monitoring, evaluation and learning (MEL).
Duties and Responsibilities
Conduct document review and data analysis of the Safewater activity, as well as on cross-cutting elements following the 5-step USAID EA process as outlined below.
Identify the purpose of the evaluability assessment and what it will focus on in terms of geographic sites and intended results that are of greatest interest
Determine the needs, expectations, and frequency of involvement of various stakeholders
Document the project and clarify intent to develop a strong understanding of the Safewater activity in terms of goals and objectives, theory of change (TOC), among others.
Document project or activity implementation, data quality, and evaluation capacity
Analyze readiness for evaluation and make recommendations considering the Project or Activity Design, Data Availability and Context.
Ensures delivery of specific outputs according to evaluation standards and requirements, specifically the preparation of the EA Planning and Management Worksheet on Safewater.
Requirements
Expertise in Natural Resource Management (NRM) and/or Water supply, Sanitation, and Hygiene (WASH) activities and with expertise in any or combination of the following:
Urban-rural linkages
Institutional capacity development
Policy development related to water resource development
Gender and social inclusion
Evaluation or research experience in Natural Resource Management (NRM) is strongly preferred.
At least seven (7) years' experience in a relevant discipline is preferred.
A Master's degree in social sciences or related disciplines is required.
Willingness and ability to work together as part of a team.
Demonstrated knowledge of evaluation.
Excellent English communication skills, both written and oral. Sample studies or published work may be requested from candidates.
Reports to: The CLAimDev Senior Monitoring and Evaluation (M&E) Specialist (Principal Investigator) and the Evaluation Advisor (Team Leader).
Level of Effort: This is a part-time position based in the Philippines with an estimated level of effort (LOE) of 20 days.
