The Deloitte SEA IAD practice supports all major international development organisations including bilateral agencies (e.g., USAID, Australia DFAT, UK FCDO) multilateral organisations (e.g., World Bank Group, Asian Development Bank, United Nations) and regional cooperation organisations (e.g., ASEAN Secretariat).
Position Summary
The Deloitte SEA IAD Senior Technical Writer will lead technical writing for large, complex, IAD proposals in priority technical areas oversee the activities of technical writers and help build the writing capabilities of SEA country teams. The person will report to the head of the IAD practice.
Primary Responsibilities
Undertake desk research of key documents and expert interviews to support pursuits and proposals.
Participate in on-going intel gathering and capture trips to meet with IAD organisation leaders government, non-profit, and business counterparts SMEs teaming partners etc.
Lead technical inputs and writing for RFQ/RFI/EOI/RFC responses.
Lead proposal technical architecture, solutioning, storyboarding, and brainstorming sessions.
Working with the pursuit Partner/Director (P/D), proposal manager and teaming partners, develop detailed proposal outline and storyboarding based upon RFP/TOR/RFA requirements.
Working with the P/D pursuit lead, proposal team, specialists, and independent consultants-engage in proposal response strategy, identification of win themes, technical response and compliance strategy, solutioning, and other proposal response elements.
Lead technical writing and finalise technical response for proposals. Guide and finalise technical inputs, graphics, and other elements, as needed.
Manage activities of junior technical writers, specialists, and independent consultants, as required for specific proposals.
Provide training and coaching to build technical writing capabilities of Deloitte SEA country teams in Indonesia, Philippines and Vietnam.
Participate in Deloitte SEA IAD organisation client, business development, and partner events as needed.
Reporting
The Senior Technical Writer will report to the lead of the Deloitte SEA IAD practice. For specific pursuits and proposals, the person will engage with the relevant pursuit Partner/Director.
Qualifications
Master's degree in relevant field or a Bachelor's degree with highly relevant work experience.
Minimum of 10 years of experience in technical writing of large, complex proposals primarily for USAID (experience with other IAD organisations is a plus), particularly in SEA IAD priority technical areas.
Excellent USAID technical writing and proposal development skills.
Proven ability to and experience leading or contributing to winning proposals for USAID.
Demonstrated capability of use of innovative solutions, frameworks, and tools in drafting winning technical approaches.
Deep knowledge of USAID international development strategies, technical methods, frameworks, themes, priorities.
Demonstrated experience in collaborating with large, multi-business, cross-border proposal teams.
Collaborative, team player, patient, good under pressure, self-starter.
Proposal technical writing experience in one or more of the Deloitte SEA IAD technical focus areas experience with sustainability and climate desired.
Proposal experience in Southeast Asia is highly desirable.
Prior experience working in a large consulting advisory firm is desirable.
