Infrastructure project in the Philippines continue to grow in number and complexity. Recent experience in staffing C5 south extension, Wawa Dam and NBAQ4 projects highlight the need for experienced PPM professionals. This market situation is stable, with the prospect of becoming busier in the next 12 months. In order to maintain coverage of ongoing projects, and introduce advisory services in support in the Philippines, Consulting is seeking the recruitment of a PPM specialist with the right skills and experience to work in a client facing environment on transport, water and energy infrastructure projects.
General Description:
To take an active part in the delivery of project and program management commissions in public water and transport infrastructure (other sectors as needed). The role will involve:
Being the day-to-day project manager and contract administrator on US$ 100M+ programs of infrastructure works.
Working as part of a team to deliver commissions, in full compliance with Arup Management System requirements
Deliver work to a high standard of client satisfaction and profitably for Arup
Supporting prospecting for new work with current and new clients, developing client relationships and working on bids.
Develop own skills to ensure on-going flexibility and value to clients.
Supporting the development of new service offerings
Role: Project Delivery:
Program
Agrees the overall project program in conjunction with client and Arup in-house planners.
Sets the program for each major phase of work
Design
Manages professional team to deliver correct elements to program
Ensures that the design meets the client's requirements
Escalates issues as appropriate
Cost
Manages the processes involved in estimating, budgeting, and controlling costs
Manages the change control procedure
Construction
Oversees the progress of the Contractor and that they deliver to program
Takes action to resolve problems
Escalates issues as appropriate
Handover
Prepares the handover plan, communicates this to the client
Manages the handover of completed facilities to clients

Maintains a register that allows issues to be easily communicated to others

Person Specification - technical/experience
Bachelor's/College Degree, Post Graduate Diploma / Master's Degree, Professional License (Passed Board/Bar/Professional License Exam), Post Graduate Diploma / Master's Degree, Engineering (Civil) or equivalent.
Professional qualification in Project and Program management qualifications, such as PMP, MAPM, or equivalent.
Experience of the delivery of infrastructure projects or programs.
Knowledge of PMOs and Program Support functions (Schedule, risk, cost, information management)
Self-motivated, proactive and collaborative
Excellent at networking and building trust and rapport.
Very good communicator (verbal, written and listening)
Good numeracy skills
Able to understand client needs and act in ways to meet them
Demonstrable project management experience having worked as part of a team on design and/or construction of infrastructure related schemes
Knowledge of infrastructure market regulation, especially energy.
