The position is assigned in the Public Management, Financial Sector and Trade Division (SAPF) within the South Asia Department (SARD). SARD is responsible for providing leadership innovation, lending, project implementation and knowledge sharing for ADB's sector and thematic work that covers operations in Bangladesh, Bhutan, India, Maldives, Nepal, and Sri Lanka.

Job Purpose
To provide support in the administrative, analytical, statistical, and accounting aspects of the division's portfolio management. The incumbent will report to designated International Staff or Senior National Staff.
Responsibilities
• Reviews and edits the project processing documents, updates eOperations (eOps) for loan and technical assistance (TA) projects under processing, including milestone events of firm and standby loan and TA projects under processing and programmed;
• Assists in the administration of loan and TA projects, from the TA consultant selection process, and processing of claims, and preparation of TA Completion Report;
• Contributes to the preparation of Project Administration Memorandum (PAM) by gathering and consolidating data in the appendices, and preparing draft of various sections, for example, project description/scope, project scope, loan allocation, procurement, loan covenants, etc.;
• Prepares initial inputs of information and data of loan, grant and technical assistance(TA) projects for e-Ops and other systems, including project description and scope, design and monitoring framework, and initial baseline projections for contract awards and disbursements;
• Participates in the Department's portfolio review meetings;
• Assists international staff in preparing annual project administration plans, including mission plans, identification of issues to be addressed, and quarterly projections of contract awards and disbursements;
• Administers all activities necessary to process disbursement claims by reviewing withdrawal applications, following up submission, preparing required correspondence and re-estimating project costs and ADB's commitment and financing percentages;.
• Updates Consultant's Recruitment Activity Monitoring System and the Procurement Contract Monitoring System to support monitoring of the progress of consultant recruitment and procurement;
• Provides back up support to project analysts in reviewing and updating eOps for the division's loan and TA projects under processing, including milestone events of firm and standby loans and TAs under processing and programmed;
• Assists in undertaking integrity due diligence required for SAPF projects;
• Provides support to international staff and ensures that all correspondence and documents for supervisor are correctly typed and prepared in compliance with ADB's standards;
• Provides support and assistance to the application/interpretation of work area procedures and guidelines to operations assistants and assists in the logistics of project/programming missions and maintains project files; and
• Performs other duties as may be assigned.
Relevant Experience & Requirements
Bachelor's degree;
Procurement Accreditation Skills Scheme (PASS) accreditation would be desirable;
At least 5 years of relevant professional experience;
Good memo composition and editing skills
Good computer skills with sound knowledge of common word-processing, spreadsheets and graphic software used within ADB; familiar with computer systems generally used in multilateral organizations;
Good knowledge of processing and project administration activities;
Good understanding of the interactions between different work areas and relevant workflow and their purposes;
Able to work with individuals from different cultural/national backgrounds; good interpersonal and communication skills;
Able to manage priorities and workload within general schedule of work, instructions and standardized practices;
Able to maintain composure under pressure;
Able to liaise and work effectively with staff within own work location;
Able to work collaboratively with teams as a constructive team member;
Excellent command of written and spoken English;
