Position Title: Senior Procurement and Logistics Assistant
Duty Station: IOM Philippines Country Office (Cotabato City)
Classification: General Service Staff, Grade G-6**
Type of Appointment: Fixed term, one year with possibility of extension

Context:
Under the overall supervision of the Head of Sub-Office and under the direct supervision of National Resource Management Officer, the successful candidate will be accountable and responsible for performing a wide range of procurement/logistics functions for the mission projects in line with IOM policies, rules, and regulations.
Core Functions / Responsibilities:
Review requests and implementation of logistics and procurement:
Coordinate the procurement activities of the Sub-Office, including purchases of vehicles, office equipment, furniture and consumables, property management, assets control, supply, and insurance-related matters and review purchase request ensuring correctness of material code.
Identify local and international service providers; conduct procurement, warehousing, and logistics tasks within mission, including property and assets control, supply, service/maintenance, contractual agreements.
Solicit bids, quotations, tender documents; oversee bidding process and provide support for procurement transactions, analyze them for conformity to specified requirements; conduct appraisals and select suppliers, and confirm terms of payment; prepare purchase orders and ensure receiving authorization from the Head of Sub Office (HSO), or Chief of Mission (COM), and National Resource Management Officer (NRMO).
Coordinate with IOM Manila Country Office Procurement Unit, especially for procurement above the mission threshold as well as with in-location intergovernmental and non-governmental agencies, in order, when possible, to utilize their respective procurement network.
Prepare Request for Quotation, and Bids Analysis Summaries. Receive quotations, bids, or proposals, perform evaluations, and negotiate conditions of contracts in full compliance with IOM rules and regulations.
Coordinate with the National Resource Management Officer regarding procurement and service requests and requirement, in order to consolidate overall sub-office procurement, (or service) requirements and optimize value for money.
Analyze and evaluate information regarding vendor's performance as regards quality, prices, delivery, and equipment are in conformity with the organization's requirements.
Conduct tracking and reporting of service status.
Consolidation of Purchasing Document Reports and Follow-up on purchase requisition and purchase order status, especially delivery dates, and keep customers abreast of estimated time of delivery or any changes that may affect or modify the predetermined delivery conditions.
Enter Goods Receipts transactions in PRISM.
Assets Control Tasks:
Verify supply requests (Material Requests Forms) and PO in coordination with Asset Control Assistant, ensuring registration of new assets, proper asset tagging and perform yearend asset inventory.
Ensure assets received through procurement or donation is duly registered. Create and maintain appropriate internal control mechanisms to safeguard the organization's assets and prevent fraud.
Provide technical assistance to satellite offices in Mindanao as required.
Perform such other duties as may be assigned.
Required Qualifications and Experience
Education
University degree in Business Administration, Management, or a related field from accredited academic institution, with four years of relevant professional experience. Or,
High School degree in above field with six years of relevant experience.
Experience
Experience in management and professional experience in one or more of the procurement and logistics ancillary sectors, material control, transport and distribution management, inventory, building management and construction.
Experience in supply management of which one year in any UN system or any multi-cultural organization will be an advantage.
Experience in procurement in international and/or government process.
Excellent organizational skills with the ability to manage multiple tasks simultaneously under time constraints, accurate and detailed oriented.
Skills
Proficiency in SAP system, MS Office applications such as Word and Excel.
Knowledge of other applications such as power Point and Visio an advantage.
Languages
English and French are the working languages of the UN Secretariat. For this position, fluency in English and Filipino is required. Conversant in any ARMM language is desirable.
