Position Description
The Senior International Technical Advisor will provide leadership and technical expertise in Alternative Education for EDC in Asia. This includes fostering relationships with Government Departments of Education initially focusing on the Philippines and in support of EDC's youth development program, Opportunity 2.0, in the Philippines.

Functional Responsibilities
The Senior International Technical Advisor will be the key liaison between Opportunity 2.0 and the Department of Education's (DepEd) Bureau of Alternative Education (BAE) as they expand and improve programing under BAE's Alternative Learning System (ALS) 2.0.
The Senior International Technical Advisor will work directly with the BAE Director and DepEd's Assistant Secretary assigned to the BAE. The Advisor will coordinate with and support efforts of Opportunity 2.0's DepEd ALS Technical Advisor to provide technical guidance, policy support and advice to the project management team and DepEd BAE, . He/she will also oversee the development of technical guidance materials to support nation-wide ALS 2.0 implementation.
Key responsibilities include but are not limited to:
Assists the Chief of Party in the development and implementation of workplan and research agenda, strategizing, setting technical priorities, and reviewing technical progress
Coordinates with home office experts and local partners to ensure program relevance and quality
Develops and monitors technical deliverables related to ALS
Collaborates with monitoring and evaluation activities for ...
Participates in decisions concerning training content and format Contributes to Quarterly and Annual Reports, and other communications documents;
Travels within the Philippines as required
Other duties for EDC may include:
Recommends prospective business development opportunities
Works with Business Development and Portfolio teams on proposal development and external communication activities
Other duties, as assigned.
Collaboration
Responsible for partnering successfully with Chief of Party and home office project director and with Center, Business Services, expatriate and local staff
·Helps represent EDC and the project in the host country; liaises with government officials, civil society, other partners and clients, funders, and vendors
Demonstrates diplomacy and leadership to foster an atmosphere of teamwork, productivity, creativity, fairness, equity, and innovation, in support of EDC's commitment to diversity
Interacts with large numbers of program participants or team members, guiding feedback exchanges, facilitating problem-solving, and providing expertise
Assists in building staff cohesion across different activity areas
May organize and coach teams
Fosters excellent communications among all parties, including with EDC home offices May oversee training programs, workshops, conferences, or other collaborations
Build capacity of partners to provide foundational skills to prepare youth for second chance education and technical education.
Expand the network of Youth Development Alliances to strengthen connections among industry, education programs, government, and youth
Grow productive alliances with industry and higher education institutions
Provide overall technical oversight and guidance to program work related to improving instruction on alternative learning program, enhancing delivery systems for better alternative learning instruction, and increasing family engagement alternative learning
Engage directly with host-country organizations on their capacity development needs with the overall aim of improving equitable and high-quality service delivery to host-country populations for improved reading outcomes
Build collaborative relationships with governmental agencies, donor/client organizations, relevant private sector actors, and other nongovernmental organizations and institutes to enhance quality and effectiveness of the project's materials
Review, analyze, and evaluate the effectiveness of literacy-related activities and recommend improvements to meet project goals
Contribute to the design and implementation of the project's learning agenda
Support other project specialists to ensure coherent design and implementation
Reporting and Organizational Relationships:
The Senior International Technical Advisor reports to the Chief of Party.
Qualifications
Education:
Master's degree in a relevant subject
Skills and Experience:
12+ years in education with specializations in adult and alternative education, equivalency and flexible/open learning distance education or related experience, including a minimum of 8 years program development experience
Significant experience working in close collaboration with DepEd's ALS Program and other Government of the Philippines agencies
Outstanding leadership skills
Excellent analytical skills and aptitude for details
Capacity to work in difficult conditions and function well under pressure
Proficiency in English
Extensive international experience and experience in a developing country required
Language:
Fluency in English is required.
