Project Summary: This prospective project seeks to provide consolidated support to USAID/Philippines, Pacific Islands and Mongolia on a wide range of monitoring, evaluation and learning support services to promote effective and informed decision making across USAID's wide-ranging development efforts. The project includes the implementation of a comprehensive performance measurement, monitoring, and evaluation program, and technical guidance in an effort to enable USAID to fulfill its performance monitoring, evaluation, reporting, and information-sharing obligations as mandated in USAID's Automated Directives System (ADS) and other Agency guidance. The project is likely to involve services across four components: (1) Performance Management, (2) Evaluation Services, (3) M&E Capacity Building, and (4) Collaboration, Learning and Adapting.
Position Summary: The Senior Evaluation Advisor will have primary responsibility for delivering evaluation services needed for the contract. They will oversee design and management of all evaluations. The ideal candidate will have at least 10 years of relevant experience, including significant work on evaluations of development projects. The position will require managing the delivery of evaluation services across the Philippines, Pacific Islands and Mongolia from an MSI office in Manila.

Responsibilities:
Lead all evaluation/research assignments conducted under the contract, to include:
Work with the client to refine scopes of work for evaluation and research assignments.
Recruit, orient and oversee work of short-term consultants to support evaluations and research.
Oversee the design of evaluations, including details of data collection protocols for surveys, focus groups and key informant interviews.
Ensure all analysis and reporting comply with USAID and industry best practices.
Review and edit final evaluation and research reports.
Ensure all evaluation and research assignments are completed in accordance with USAID policy as delineated in ADS 201.
Troubleshoot assignments while they are underway and regularly liaise with USAID and the Chief of Party on progress.
Ensure evaluations support USAID's learning and adaptation objectives.
Supervise Evaluation Specialist and Evaluation Assistant supporting evaluations and research studies.
Ensure the inclusion of gender dimensions in studies.
Proactively identify opportunities for studies that would be useful to USAID.
Support collaborating, learning and adapting efforts by USAID and its implementing partners.
Qualifications:
Bachelor's degree required. Master's degree in a social science, international relations, economics, business, development studies or a related field preferred.
Ten (10) years of direct experience developing and managing evaluations and/or conducting social science research.
Five (5) years of experience managing staff conducting MEL and/or research efforts.
Strong technical background in designing, managing and/or carrying out performance and impact evaluations.
Experience integrating USAID's CLA initiative into MEL programming preferred.
Demonstrated skills and experience in data collection and analysis.
Strong skills in providing robust and easy-to-understand data visualizations.
Excellent oral and written communication skills in English.
