Job Summary
The Senior Cost Engineer is responsible for project budgeting, for monitoring of performance against budget, and for standardization of costing to properly set targets for revenues and profits, anticipate costs and avoid losses.
Duties and Responsibilities
BUDGET
Assist in the formulation of the Annual Business Plan and review submissions from technical departments (Operations, Tendering, Contracts) to ensure the appropriateness of recommended budgets.
Assist in the monitoring of the execution of the Annual Business Plan and identify variances in budget against actual costs to determine areas that need improvement or intervention.
Determine and recommend a budget for each project based on identified parameters to provide Projects the acceptable spending based on target profits.
Analyze variances in project expenses against budget and report overspending and other findings to enable the Project Site to avoid or minimize overspending in a timely manner and maximize project profitability by minimizing costs.
PROPOSAL REVIEW
Review the Bill of Quantities for bid and variation order proposals, including related cost derivation files, to verify the accuracy, completeness, and appropriateness of both quantity and price estimates
Review non-BOQ claims to verify appropriateness and maximum profitability of the Project
CRIMSON STANDARDS
Maintain an updated database of material, labor, and overhead rates to aid in the tender and contract processes related to bids and variation orders.
Maintain an updated database of QS standards based on Crimson standard methodologies, industry best practices, and material specifications to provide a standard baseline for all proposals.
SYSTEMS
Lead the implementation and maintenance of Quantity Surveying and other related software to detect impending problems, avoid unexpected work interruption due to system failure, properly address user complaints, and fully utilize the functionality of the system.
Maintain a high level of system know-how and train staff on the proper utilization of the system to maximize the efficiency and effectiveness of the processes.
OTHERS
Assist in the review of forms related to function prior to submission or distribution to confirm the completeness and accuracy of data.
Perform close coordination and collaboration with all the parties concerned for the efficient resolution of concerns
Prepare reports related to function as required by the processes and as required by the Management to provide relevant information to the Project Site and to concerned departments and to aid Management with its business decisions.
Prepare forms related to function according to process requirements to document project site transactions.
Assist the Finance Controller in the creation, implementation, and review of department procedures and controls to continuously improve the effectiveness and efficiency of processes, reduce the risk of asset or data loss and ensure that department processes are conducted in accordance with the operational, Company and regulatory requirements.
Assist the Finance Controller in creating a systematic filing system and ensuring that records are restricted, complete, and stored properly to facilitate easy access to reference, comply with company and legal requirements, and avoid financial or data loss.
Perform ad-hoc tasks that may be assigned from time to time to provide support to the department and the Company.
Qualifications
Candidate must possess at least Bachelor's/College Degree in Engineering (Civil) or equivalent.
At least 10 Year(s) of working experience in the related field is required for this position.
Preferably Supervisor/10 Yrs & Up Experienced Employee specialized in Engineering - Civil/Construction/Structural or equivalent.
