Objectives
Responsible for overall facility management which include office building, security, space management and company vehicles and all these efforts are to protect company asset as well as provide safe working environments
Responsible for the management of local SHE (Safety, Health and Environment) systems and Business continuity management in accordance with local legislation and SHE policy
Leads the development and implementation of local SHE initiatives in partnership with One Roche Leadership Teams
He/She will oversee SHE, facility and business continuity operations across Pharma, Diagnostics and Diabetes Care Division
Main tasks and duties
Safety, Health & Environment (SHE)
Support and advise site senior and line management on SHE-related topics, issues and concerns
Leads and facilitates the emergency management team.
Promote SHE in the Company based on local / global Roche SHE objectives and goals
Support the organization for compliance with local legal regulations and with Roche
SHE provisions (gap analysis; implementation of measures to close the gaps)
Preparing and maintaining the SHE handbook as required by the Roche Group SHE Guidelines
Promote SHE activities based on the local and global SHE objectives
Monitor legal compliance for all aspects of SHE and ensures that any audit is undertaken and corrective actions formally reviewed by Cluster lead and GM
Develop/provide SHE trainings for ALL employees; includes initial SHE information in orientation
Develop and maintaining a system for receiving, documenting and responding to SHE related reports and complaints
Ensure that a risk analysis process is implemented and documented
SHE management for critical service providers
Advise local emergency response teams in the event of various incidents and emergency management.
Maintain contacts with the local SHE authorities, professional organizations, and etc.
Makes provision for improving SHE system and process in operating budgets including cost of SHE related expenditures
Conduct periodic SHE inspections
Report critical SHE situations
Monitoring and documenting
the implementation of SHE programs and action plans, especially SHE measure planned in order to close identified gaps
accidents and incidents, occupational injuries and illnesses
emissions / pollution due to the activities of the Company (soil, water and air)
use of energy and raw materials and specifically regulated items
status and progress of actions related to SHE goals and targets
SHE KPIs for monitoring the trend towards the SHE goals and for SHE reporting
Advise local (Roche external) emergency response teams in the event of incidents
Establish and maintain the local (Roche internal) emergency management system
Manage financial provisions for legacy health and environmental liabilities, together with the finance department
Establish and maintain contacts with the local SHE authorities, professional organizations, scientific bodies and the public
Leading the Business Continuity Management Team
Facility management
Incorporate recycling programme in facility
Maintain all life-saving equipment and adopt energy saving initiatives in facility management
Manage office asset and infrastructure documentation.
Ensure office renovation/refurbishment according to Group SHE guideline.
Consult and be involved in transactions for lease of offices/labs and fit SHE topics.
Ensure that all legally required documents and permits are available
Support and advise company/site senior management, line management and employees in all security matters (physical/access, personnel, information and product related).
Support the organization for compliance with legal security regulations and with Roche security requirements (K19).
Report critical security situations/incidents to his superior and to the Chief Security Officer (CSO).
Monitor and assess the local security exposure and proposes the necessary preventive measures.
Involved in major projects (also in design phase) representing the security stake and requirements.
Manage critical issues/cases related to security of the company/site (including participation in investigations).
Establish and maintain close contacts with law enforcement authorities/police and professional organizations and associations.
Qualifications
Bachelor's degrees in Engineering or SHE or related security studies or professional certifications (preferred)
6+ years' experience on managing SHE and programs, handling audit experience is required -Experience in working with local regulatory authorities in Safety & Security matters (preferred)
Good project management skills
Possess a strong passion to work in tasks related to Safety & Security issues
Team player with strong interpersonal skills, capable of working within a globally diverse team.
Excellent oral and written communications in English
For a site in a high risk country (K19/Annex 1) the SSO must have had at least 2 years of professional experience in the security field in a high risk country as well.
He/She must be a trustworthy person of absolute integrity.
He/She will also serve as the Records Management Lead for One Roche
He/She should demonstrate a natural authority but should be a team player and be accepted by staff and the leadership team at the same time.
He/She will report to the General Manager
He/She should have technical sensitivity and good communication skills.
He/She is a member of the Emergency Management Team and Affiliate Governance Committee and participates in the EMT and AGC meetings.
