The United Nations World Food Programme is the 2020 Nobel Peace Prize Laureate. The World Food Programme's engagement in the Philippines is constantly evolving. Initially commencing operations in the 1960s, WFP officially re-established its presence in 2006 to support the peace process in Mindanao, provide life-saving food assistance in emergencies and develop programmes that seek to improve nutrition and the overall quality of life of vulnerable people.
Since 1 July 2018, WFP has been implementing a five-year Country Strategic Plan (CSP 2018-2023) to support the Government of the Philippines to address food insecurity, reduce malnutrition and building the resilience of vulnerable populations. In its strategic plan, WFP identified four outcomes and five main activities:
Strategic outcome 1: Crisis-affected people in the Philippines can meet their food and nutrition needs during and immediately after an emergency.
Strategic outcome 2: Women, boys and girls in provinces prioritized by the Government have adequate and healthy diets to reduce malnutrition by 2022 in line with government targets.
Strategic outcome 3: Vulnerable communities in Mindanao have improved food security and nutrition by 2022 in line with government targets.
Strategic outcome 4: National and local government agencies have enhanced capabilities to reduce vulnerability to shocks by 2022.

ORGANIZATIONAL CONTEXT
The Monitoring Assistant will directly report to the National Monitoring and Evaluation Officer receiving guidance and regular feedback from the Head of Research, Assessment and Monitoring (RAM) and Programme Policy Officer/ Head of sub-office. The incumbent is expected to produce organised and accurate technical work and reports. The incumbent will provide guidance on standard practices to other staff and counterparts in their area of work.
JOB PURPOSE
To perform FFA activities monitoring within a specific coverage area and provide reports to support the effective delivery of assistance packages.
KEY ACCOUNTABILITIES (not all-inclusive)
Within delegated authority, the Monitoring Assistant will be responsible for the following duties: * Verify the planned movements and distribution of cash-based transfer, food or non-food items, reporting issues or discrepancies to the supervisor for timely resolution of problems and to ensure that the quantity distributed and the quality of the operation is in line with WFP standards.
Maintain information records and monitoring plan documentation, such as records of commodity movements, programme checklists, as well as monthly monitoring plans (planned vs actual visits), in order to assist in the effective delivery and distribution of cash-based transfer, food items or non-food items.
Collate assistance programme(s) data in accordance with clear direction, in order to support programme reviews and informative decision-making.
Liaise with partners (CP, government) and internal counterparts (supply chain, programme) to gather feedback and comments to support programme reviews and improve services.
Receive and collate comments and feedback from partners, and beneficiaries, to support identifying programmatic issues with a view to fostering efficient operations.
Provide guidance to partners on WFP operational practices, monitoring tools and methods in order to support them to complete self-monitoring tasks and to contribute to the visibility of WFP in the coverage areas.
Conduct surveys, focus group discussions and in-depth interviews at the community level as well as with government partners including training facilitation, data collection supervision, and note-taking.
Prepare field mission reports to document programme implementation and M&E bulletins.
Follow set emergency response processes and procedures for emergency food assistance.
Perform other related duties as required.
OTHER SPECIFIC JOB REQUIREMENTS
Monitoring: Conduct timely monitoring of activities and prepare accurate and evidence-based reports on WFP's operations and performance, while following up the actions to be taken based on monitoring findings and/or beneficiaries' feedbacks; and
Partnership: Build effective and collaborative relations with local authorities, UN agencies and potential/existing partners of WFP in the area of coverage.
STANDARD MINIMUM QUALIFICATIONS
Education: Completion of four (4)-year course
Language: Fluency in spoken and written English is required.
DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE
Has experience analysing programme output and outcome data.
General knowledge of WFP monitoring and evaluation systems and standards.
Has one year or more of postgraduate professional experience in a relevant field of work, with a background and interest in international humanitarian development.
Has facilitated communication with technical teams (i.e. nutrition, VAM, etc.).
Has contributed to implementation of programmes
Has observed or assisted with policy discussions.
Has general knowledge of information management best practices, techniques and processes with some understanding of the basic theoretical background; strong written and oral communication skills, including substantive analysis and report writing skills; Knowledge of, or the ability to quickly assimilate, UN/WFP specific processes and systems.
