Chemonics seeks a Public Service Delivery Lead for the anticipated USAID Urban Connect Activity in the Philippines. The project aims to promote inclusive and resilient economic growth of secondary cities by enhancing local economic development and improving public service delivery. The Urban Connect activity supports the goal of USAID/Philippines' Cities Development Initiative (CDI) of spurring inclusive development through better governance, economic growth, and environmental and community resilience in secondary cities. This position will be based in Manilla, Philippines. We are looking for individuals who have a passion for making a difference in the lives of people around the world.
Responsibilities include:
Responsible for leading the design and implementation of activities to improve public service delivery, and the timely achievement of public service delivery results
Applies technical expertise to public service delivery activities focused on strengthening public financial management, advancing e-government solutions, and improving the delivery of health and education services
Ensures incorporation of crosscutting principles in all public service delivery activities
Cultivates strong working relationships with key stakeholders
Oversees work and deliverables of STTA and partners engaged on public service delivery activities
Supervises public service delivery team
Reports to chief of party
Qualifications:
Bachelor degree in economics, urban development, public policy and administration, management, development, or and related fields
5 years of experience in managing teams, project design and planning, budgeting, and monitoring and evaluation
Demonstrated ability to manage teams of professionals to produce key results and outcomes.
Demonstrated expertise in one or more areas: local public service delivery, public financial management, e-government solutions, delivery of health and education services, evidence based policy planning, private sector engagement
Demonstrated ability to liaise and navigate effectively with government officials, and private sector stakeholders
Good interpersonal/diplomatic skills and cultural/political sensitivity
A familiarity with and commitment to addressing gender and social inclusion
