Organizational Setting:
For more than four decades, FAO has been working with the Government of the Philippines, civil society, community-based organizations and the private sector to address challenges in the agriculture, fisheries and forestry sector. Joint efforts have included increasing sustainability in agricultural production, promoting value-adding practices, improving post-harvest management, enhancing productivity and increasing the resilience of agriculture-based livelihoods to natural disasters, climatic hazards and armed conflict.
Reporting Lines:
The Project Field Assistant will be under the overall guidance of the FAO Representative in the Philippines ad interim, the direct supervision of the Assistant FAO Representative for Programme and Mindanao, Emergency Response and Preparedness Group (MERG). He/She will receive day-to-day guidance from Project Coordinator.
Technical Focus:
The Food and Agriculture Organization of the United Nations in the Philippines, has joined the humanitarian community in responding to the needs of those severely affected in the recent aftermath of successive tropical cyclones Quinta, Rolly and Ulysses damaging agriculture and fishing livelihoods in the Central Luzon with the Bicol region being the hardest hit.
FAO recognizes the significance of providing cash-based interventions as part of early response in order to hasten the transition back to normalcy. The use of unconditional cash transfers, cash plus and cash for work schemes are widely used in emergency, resilience and development projects globally. This is based among other issues on the growing evidence that affected populations in the aftermath of a disaster need cash and cash, combined with livelihood support to rebuild sources of income, diversify food options, increase access to on-food basic items and ultimately and reduce reliance from emergency relief. Commonly used to address food insecurity and nutrition in emergencies, cash can also be seen as means of facilitating access to health care, and veterinary services. In addition, the influx of financial support also fuels the rehabilitation of local economies that are essential to rebuilding livelihoods.
The flexibility of using cash has also been widely acknowledged as one of the strategic interventions of anticipatory action before a crisis becomes a disaster. In an ex-ante approach, cash can be used to support and protect livelihoods through a variety of ways, such covering logistics and mobilization costs for early harvesting and storage of equipment and crops, or livestock evacuation and shelter strengthening. In order to strengthen cash-based interventions in the Philippines, FAO shall seek the support of a Cash-based Transfer Specialist to support both its emergency response as well as programmes that aim to establish a shock-responsive social protection (SRSP) system in the country
Tasks and responsibilities
The Project Field Assistant will undertake the following duties:
Assist in the coordination work with DA Regional Field Office, Local Government Units (provincial and municipal levels) and other partners and stakeholders;
Assist in the conduct of coordination meetings, trainings and field data collection within the cash-based needs assessment in relation to the Typhoon Goni (Rolly);
Provide feedback to relevant officers and managers on progress of project implementation;
Anticipate potential programme issues and identify issues that require immediate attention, and providing suggested alternatives to relevant colleagues;
Contribute in the preparation of accomplishment reports, qualifying the information by project / donor;
Liaise closely with relevant provincial and municipal partners in the conduct and implementation of programme interventions;
Assist in maintaining an up-to-date database information system covering technical and administrative operations of the programme; and
Carry out other relevant duties within his/her technical competence as requested by FAO.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING
Minimum Requirements
University degree in agriculture and other related fields with complementary knowledge in agricultural development planning or emergency management related disciplines
At least two (2) years relevant and progressive experience assisting in project implementation at the field level. Experience in projects providing cash-based interventions is an advantage
