About the Program
The Australian Department of Foreign Affairs and Trade (DFAT), through the Australian Embassy in Manila, contracted Abt Associates ('Abt') to undertake the Procurement, Administrative and Logistics Management Support Services for Aid Program Delivery (PALMSS) Program.
The overarching objective of the Program is to provide responsive and efficient sourcing, engagement and management of individuals and/or organisations with relevant expertise required by the Embassy to complement existing staff capacity. These individuals and/or sub-contractors are expected to provide timely advice, inputs and/or services to the Australian Embassy in Manila with the aim of enhancing the effectiveness and efficiency of Australian aid investments in the Philippines.

Position Overview
The Program Manager will be responsible for:
Overall program management support for ensuring that resources are utilised according to the contract requirements, Annual Plans and budgets.
Responsive, efficient and effective sourcing, logistical management and pastoral care of recruited individuals and procured services;
High-quality internal and external reporting and contractual obligations;
The Program Manager will liaise with the client (Department of Foreign Affairs and Trade) and be first point of contact for the client, engaged individuals and firms and will provide extensive support to assist with any issues that may arise.

PALMSS Assistant Program Manager
Key Responsibilities:
The PALMSS Program Manager will be responsible for the below and will be supported by the PALMSS Assistant Program Manager and Abt Corporate where needed:
Work flexibly with the client and a range of implementing partners and stakeholders of the Australian Aid Program in the Philippines and act as a conduit between Abt Corporate and the client;
Provide oversight of the PALMSS Assistant Program Manager, manage workflows and ensure high quality service delivery and outputs;
Manage and maintain oversight of effective systems and registers to support the delivery of services;
Oversee the head contract and amendments, and manage the drafting, execution and monitoring of all contractual tasking notes
Manage and oversee the recruitment, contracting, pre-deployment, orientation, mobilisation (and demobilisation), logistical management and pastoral support of Advisers and non-advisory personnel as tasked by the Client;
Manage and oversee the procurement, contracting, mobilisation and management of other ad-hoc services including processing of payments;
Coordinate Program work pipeline activities and deliver high-quality and timely reporting deliverables, and ad-hoc reports as required by Abt Corporate and DFAT;
Manage and report expenditure against the annual program pipeline and tasking note limits; prepare monthly financial reports and monthly invoicing to DFAT and provide accurate forecasting to Abt corporate and DFAT;
Ensure adherence to the head contract, client and Abt policies and procedures;
Identify, track, mitigate, manage and report on program management and operational risks including fraud, security, travel warnings, etc;
Ensure that all activities:
are in-line with Australian Government procurement rules and applied in an open, transparent and competitive manner
address and/or incorporate strategies for gender equality promotion and disability inclusion, accessibility for SMEs and Value for Money (VfM);
adhere to the Client and Abt policies and procedures
Undertake other reasonable additional duties as requested from time- to-time.
Key Outcomes / Deliverables
Performance Outcomes
High level of responsiveness to Embassy requests and issues measured by Program receiving a Partner Performance Assessment (PPA) Rating of 5 or above
Quality reporting and communications materials are submitted on time and meet the internal (Abt) and external (Embassy) requirements
Program is delivered on time and within budget and value for money principles drive all Program resourcing decisions measured by receiving a PPA Rating of 5 or above
All corporate risk and fraud issues are proactively identified, reported, and managed following corporate and DFAT policies and procedures measured by Program receiving a PPA Rating of 5 or above
Key Deliverables
In accordance with the Head Contract and client request, ensure the following documents remain up to date
a. Fraud Control Strategy;
b. Operations Manual; and
c. Handover Plan.
Regular Program reporting milestone deliverables including Annual Program Pipeline Budgets, Quarterly Financial and Progress Reports, , Annual Risk Management and Safety and Security Plans
Expenditure tracking and activity and budget reports, and periodic reports as specified in Tasking Notes
Ad hoc client requested reporting (e.g. PERFORMS and/or adviser stocktake)
About You
We are seeking an individual for this position who will bring:
Tertiary qualifications in a relevant field, preferably International Development, Business or Project Management;
At least 7 years' experience in relevant International Program Management experience in the Asia Pacific, preferably in a development context. Such responsibilities include procurement, contracting, recruitment, budgeting, travel and logistics planning, and risk management.
Demonstrated capacity to work independently and effectively lead a small team
Effective organizational and attention to detail skills with the ability to work effectively on multiple tasks simultaneously, respond to shifting priorities and deliver solutions
Highly developed verbal and written communication and interpersonal skills to relate and communicate effectively with a range of stakeholders
Proficient in the use of MS Office and ability to quickly learn Netsuite, Oracle HCM and other system and platforms
