Job Description
The Procurement Service Buyer plays a major role in the procurement process for the service requirements such as but not limited to subcontracting service, outsourcing, trucking, 3PL, logistics/warehouse requirement and other service requirements that might be needed by the company.
KEY DUTIES AND RESPONSIBILITIES :
Ensures compliance of the company's procurement policies and guidelines in all its buying activities;
Procures services at best buy value but considering quality, availability and lead time;
Prepares and distributes bid invitations and request for proposals/quotations;
Receives, analyzes and evaluates bids;
Negotiates in behalf of the company by evaluating the buying situation and makes the necessary recommendation for a buying decision;
Prepares and awards purchase once approved, prepares contract as necessary for the awarded requirement;
Helps maintain the company's procurement system and trains new requisitions and extend help on procurement system related issues;
Ensures accreditation of suppliers in the procurement system and is responsible for gathering information on the supplier;
Monitors deliveries of all items and progress of projects services handled;
Monitors and evaluates supplier product performance to come up with a reliable supplier/product base for current and future requirement;
Compiles and maintains records, generates regular reports of all purchases for filing and as maybe required by management
SUPPLIER MANAGEMENT
Secures renewal and completion of supplier Accreditation requirements on a yearly basis for items being handled.
Assesses the accredited suppliers' competence under annual Vendor Performance Evaluation Rating wherein compliance with purchase order agreements is being monitored and reviewed.
Updates and maintains filing database for Accreditation and Vendor Performance Evaluation Rating and provides feedback to suppliers.
Manages existing supplier relationships to ensure continuity of delivery of materials, supplies, or services that meets performance standards of the company while seeking new ones.
Cascade all process, contract and terms update and improvements about the service engagement to all external stakeholders.
OTHER DUTIES
Manages the contract filing and attends required employee meetings.
Ensures compliance of food safety based on the standard requirement of 5S, HACCP/GMP & ISO.
Performs related work and other items that maybe requested from time to time.
Qualifications
Educational Requirement:
Bachelor's degree, preferably supply chain or business-related course
Experience Required:
2 - 3 years experience in procurement, preferably in farms, flour, and feed mill operations
Other Requirements:
Working knowledge in procurement process from sourcing, facilitation of bidding, commercial evaluation, recommendation, awarding and contract management.
Advance skills Microsoft Office, in particular Excel.
Strong analytical skills and keen to details.
Excellent communications skills (verbal and in writing), strong people skills, team player.
Integrity and high sense of urgency.
Ability to travel.
Superb knowledge in procurement process and handling of contracts.
Knowledge in government regulations (e.g. DOLE regulations) pertaining to manpower outsourcing
Language: English (other languages are a plus).
Additional Information
We need a high performing individual who can handle service requirements related to subcontracting engagements (DO-174 provisions).
